On October , we announced that The Opportunity Agenda (TOA) will be closing its doors at the end of 2025. in January 2026 two trusted allies in the field, ReFrame and Define American, will be taking on our programmatic work, narrative and messaging trainings, legacy website, and our deep archive of research, tools, and resources.
Continuing TOA’s Narrative & Messaging Work at ReFrame
Beginning in January 2026, ReFrame will become the new home for The Opportunity Agenda’s core narrative work and body of knowledge. ReFrame will carry on and advance TOA’s signature programs and training curriculum that have served movement leaders over the past 20 years, including our narrative frameworks, cultural strategy projects, communications guidance, reports and tools, as well as our research spanning issues from criminal justice to economic opportunity to multiracial democracy. Our website will continue to offer open-source access to our most popular and enduring tools – including VPSA – and will be housed under ReFrame, continuing the work of replacing fear-based narratives with future narratives rooted in justice and collective possibility.

ReFrame’s central mission is to build narrative power to win by developing and investing in strategists, creatives, and leaders with the skills and networks necessary to push just narratives at scale. To guide this effort, ReFrame leverages powerful technology to analyze societal narratives, gain strategic insights, and forecast opportunities to advance just narratives. By crafting strategies, curating powerful stories, and mobilizing broad networks to advance narratives, ReFrame illuminates a path toward justice, liberation, healing, and freedom for all people and the Earth.
Advancing our Immigration Work at Define American
In January 2026, Define American will become the new home for TOA’s nearly 20 years of Immigration work, including the Narrative Research Lab (NRL), the Immigrant Narrative Strategy Table, and our archive of immigration research, messaging memos, and narrative tools. Define American will continue to build on the legacy of our immigration work, scaling groundbreaking, community centered research and insights to help shape strategy and messaging where it’s needed most. Define American will further the mission of TOA’s immigration work, expanding access to research and strategy, while strengthening the storytelling capacity of the immigrant justice movement.

Define American is an award-winning media advocacy organization and go-to resource for storytelling on immigrant experiences across film, TV, theater, publishing and digital media. Founded in 2011 by Pulitzer Prize-winning journalist and Tony- and Emmy-nominated producer Jose Antonio Vargas, its framework aligns deeply with TOA’s insightful immigration work, bringing rigorous research to scalable practice.
At its heart, The Opportunity Agenda’s work has always been about growing a large and lasting movement. Our vision of a just and inclusive society where opportunity exists for everyone is so much bigger than TOA itself. We are grateful that our legacy will live on, stewarded by ReFrame and Define American, and proud of the work we have done to get here. We see this next chapter in TOA’s legacy as a win for our movement.
