The mission of this bill is clear: lower health care costs for every American, not just the roughly 7 percent enrolled in ACA plans, and certainly not the big insurance companies that have profited most from the failed policies of the past.
This legislation prioritizes patients and working families, reduces insurance premiums, and upholds our pro-life values. Americans deserve a health care system that delivers more access, more choice, and more affordable, high-quality care, not one dominated by bureaucrats and special interests.

Lowers premiums by roughly 11 percent by strengthening cost-sharing reduction payments.
Brings transparency to Pharmacy Benefit Managers (PBMs) and eliminates hidden costs that drive up prescription drug prices.
Expands employer flexibility to customize health care plans that work best for their employees.
Protects small businesses from costly regulatory overreach.
Just as importantly, this bill restores and enforces long-standing Hyde protections, ensuring that taxpayer dollars are not used to fund abortions. The so-called Affordable Care Act was written in a way that allowed federal funds to support insurance plans covering elective abortion, despite repeated claims otherwise. This legislation closes that loophole by ensuring cost-sharing reduction payments cannot be used to pay for abortions or abortion coverage.
