Good morning,

Just weeks after Texas’ Women’s Privacy Act went into effect, Attorney General Ken Paxton has announced a new enforcement initiative, launching a public tip line to report violations of the law.

The complaint form [[link removed]]—now live on the Office of the Attorney General’s website—allows Texans to report state agencies or political subdivisions they believe are allowing biological males into female-only private spaces such as restrooms, locker rooms, and changing facilities.

Reports may be submitted for alleged violations occurring after the law’s effective date of December 4.

Senate Bill 8 requires political subdivisions and state agencies—including public schools and universities—to designate each multi-occupancy private space for use only by individuals of one biological sex and to take “every reasonable step” to prevent access by members of the opposite sex.

“The Texas Women’s Privacy Act was passed to ensure that women and girls in Texas are protected from mentally ill men wanting to violate their basic right to privacy in places like restrooms and locker rooms,” Paxton said in a statement announcing the initiative. “It’s absolute insanity that action like this is even needed, but unfortunately in the day and age of radical leftism, it is.”

Vanessa Sivadge, founder of the advocacy organization Protecting Texas Children, told Texas Scorecard the tip line would help ensure the law is fully enforced.

“Every woman and girl deserves a safe, private space free from intrusion, and ensuring that state agencies and entities follow the law protects that fundamental right,” Sivadge said. “This initiative empowers Texans to speak up when they see violations and strengthens communities’ ability to safeguard the dignity and safety of women and girls across our state.”

Paxton is encouraging Texans to use the new reporting system, saying the complaints will help his office identify agencies that are failing to comply with state law.

Despite Texas’ new laws and spending after the 2021 winter storm, the risk of winter outages is rising, according to a Texas Public Policy Foundation report [[link removed]].

A data center boom in Texas has added to a surge in electricity demand, while the number of dispatchable power generation sources—such as natural gas and nuclear—remain roughly the same. Intermittent power generation from wind and solar rely on specific weather conditions to function that do not always align during winter peak demand conditions.

Battery storage mitigates the intermittent supply but is costly compared to dispatchable natural gas, and its stores are depleted quickly.
