Wisconsin’s economy has taken one hit after another in 2020, causing thousands of people to lose their jobs, pushing businesses to the brink and draining public coffers. On Tax Day, the Badger Institute and Tax Foundation hosted a virtual symposium titled, “Reviving Wisconsin's Economy Through Tax Reform.” Katherine Loughead, senior policy analyst at the Tax Foundation, discussed pro-growth tax options, tax implications of the federal CARES Act and ideas for reforming the state’s unemployment insurance. Wisconsin, like every state, is experiencing a great deal of economic uncertainty amid the
COVID-19 ([link removed]) pandemic. States will need to use caution as they make revenue ([link removed]) and spending decisions amid the ongoing public health crisis, but tax policy can play a valuable role in a state’s economic recovery, and policymakers ought to give careful consideration to tax policy changes that would help the state recover faster. Several structural tax changes are worth considering that would both promote a stronger economic recovery now while promoting stronger economic growth in Wisconsin for decades to come.
