Today marks the Senate's first full day back from recess, and John, we have an urgent action item on our agenda: getting much-needed funding to our state and local governments.
In the wake of the coronavirus pandemic, state and local governments have taken massive hits as businesses closed their doors, tourism dropped and tax deadlines were pushed back. Not only have revenues gone down, but states and local governments have also had to deal with increased costs to combat this virus.
As a result, many states are facing budget shortfalls and are grappling with tough decisions on how to fill the gap, including cuts to essential services and jobs.

As the former governor of Delaware, I know how critical state and local revenue is to keeping our communities going. It affects:
Resources for first responders and frontline workers
Essential utilities like clean water
Public safety services
Resources for hospitals
Funding for schools and public transit
Payroll of state and local workers like firefighters and teachers
State and local governments are on the frontlines of this pandemic. Without critical federal funding, we run the risk of heightening an already devastating health and economic crisis by not being able to provide the services needed to respond to this crisis.
This isn't a red state or a blue state issue. It affects all of us, and it needs to be a priority as we return to the Senate.
