Announcing the 2027-29 Puget Sound Acquisition and Restoration (PSAR) Large Capital Project Request for Proposals (RFP)

We are excited to invite the submission of proposals for large capital projects [ [link removed] ] that will have a significant impact in our efforts to protect and restore salmon populations in Puget Sound.* Pre-applications are due at noon on April 8, 2026.*

*The Puget Sound Acquisition and Restoration (PSAR) program* [ [link removed] ] is administered by the Puget Sound Partnership, the state agency leading the region’s collective effort to restore and protect Puget Sound and its salmon. To advance salmon recovery efforts, we rely on the best available science and adaptive management to guide our decisions related to funding, restoration, and policy, as well as watershed scale prioritization and collaboration to implement recovery efforts.

Recovery will be achieved when all salmon populations are healthy and harvestable in accordance with Tribal treaty rights and for the benefit of all Washingtonians. The PSAR program advances salmon recovery efforts by directing funding to critical habitat protection and restoration projects.

With the release of this RFP [ [link removed] ], we, along with the Puget Sound Salmon Recovery Council and Leadership Council, invite the submission of PSAR large capital project proposals that will result in a positive impact for salmon in Puget Sound. The proposals will be reviewed and evaluated to develop a ranked list of the region’s most significant, high priority capital projects. This final ranked PSAR list will be a part of a regional package of habitat acquisition and restoration projects submitted for funding in the 2027-2029 biennium state budget.
