Welcome back to the Pfluger Fly-By, a roundup of events and updates to keep you informed about everything I'm doing week by week to represent you in Congress.


It was another busy week in Washington. House Republicans took action to lower health care costs by passing the Lower Health Care Premiums for All Americans Act. I also participated in key committee hearings focused on strengthening public safety communications and addressing hazardous chemicals. Additionally, I made several media appearances to communicate what we are doing in Congress to deliver results for the American people.

Lowering Health Care Costs for All Americans


This week, I voted to pass the Lower Health Care Premiums for All Americans Act to lower health care costs for hardworking Texans and families across the country. This legislation will lower health care premium costs by 11% through cost-sharing reduction payments, increase price transparency, and better support small business owners.


Since its inception, Obamacare has failed to deliver on its promises, leaving millions of Americans with higher premiums, fewer choices, and less coverage. It is plagued by fraud and waste of taxpayer dollars. Today, the average family premium is nearing $27,000—a number simply unaffordable.


I believe this legislation is a solid first step in House Republicans' ongoing work to fix America's broken health care system and put patients first. Unfortunately, every single House Democrat voted against this measure, which was a vote for keeping Americans trapped in a broken system.

I was thrilled to be joined by Senator Rick Scott (R-FL) on the Republican Study Committee's Right to the Point Podcast this week to discuss our legislation, the More Affordable Care Act, to fix America's broken health care system. During the episode, we explained how this legislation will lower health care costs for all Americans by taking power away from big insurance companies and putting it back where it belongs, in the hands of patients.

Modernizing Public Safety Communications


This week, I outlined my plan to modernize public safety communications and improve emergency preparedness for rural communities during a House Energy and Commerce Communications and Technology Subcommittee hearing focused on strengthening emergency alert systems.


The devastating floods in Texas over July 4th this year exposed major gaps in our emergency communications and preparedness, and unfortunately, innocent lives were lost as a result. Congress has a responsibility to close these gaps and ensure Americans across the nation, especially those in rural areas, can receive life-saving emergency alerts when disaster strikes.


During the hearing, I previewed my upcoming legislation, the Mystic Alerts Act, which would integrate satellite networks into wireless emergency alert processes. Expert witnesses testified that my legislation is a critical step toward closing the digital divide and strengthening public safety communications nationwide.

I joined Mornings with Maria on Fox Business this week to discuss my legislation, the More Affordable Care Act, and the Lower Health Care Premiums for All Americans Act, ahead of its House floor passage. We also discussed the devastating antisemitic terror attack on Bondi Beach.

Current Statutory and Regulatory Landscape of PFAs


During a House Energy and Commerce Environment Subcommittee hearing I attended this week, we discussed the impact of the EPA's CERCLA designation for two PFAS chemistries, superfund liability concerns, and potential legislative responses.


PFAS are man-made chemicals that are widely used across the country, but can easily become a harmful pollutant when used irresponsibly. CERCLA was enacted in the 1980s to facilitate the cleanup of the most contaminated sites in the country. Unfortunately, however, CERCLA does not stop at the polluters and, as it exists today, leaves gaps for many people to be unnecessarily drawn into costly legal proceedings for contamination they may have had nothing to do with. I asked expert witnesses about this gap during the hearing.

As Chairman of the U.S. Air Force Academy (USAFA) Board of Visitors, a proud USAFA graduate, and a 20+ year fighter pilot and Colonel in the Reserve, I joined the Long Blue Leadership Podcast for a wide-ranging conversation on leadership, service, and my life since the Academy.


During the episode, I reflected on my formative years at the Air Force Academy, shared lessons learned from more than two decades in uniform, and discussed my continued commitment to service as the representative for Texas's 11th Congressional District.

Texas-11 High School Football Champions


Congratulations to the Wall Hawks and Richland Springs Coyotes for representing Texas-11 at the UIL football state championships held in Arlington this week. We are very proud of both teams and are ecstatic for the Wall Hawks earning their first-ever state title in football!
