Workers' Compensation Judge Hiring Updates





Please join us in welcoming CAH's new Workers' Compensation Judges, *Stacy Bouman* and *Lucas Cragg*.

Both judges are based at our St. Paul office.

The Court of Administrative Hearings looks forward to the contributions of Judges Bouman and Cragg as they bring their knowledge, experience, and integrity to the CAH Workers’ Compensation bench.

 

Bouman

*Judge Stacy Bouman* earned a B.A. from Luther College in 1991 and went on to graduate cum laude with her J.D. from William Mitchell College of Law in 1996.

Judge Bouman has specialized in the field of workers’ compensation since beginning her law career in 1996. In addition to handling all aspects of workers’ compensation cases, Judge Bouman participated in the Legal Aid to Minnesota Prisoners program and volunteered her time to handle civil, estate, and family law cases on a pro bono basis. She has also served as a volunteer judge for the American Mock Trial Association.

In 2013, Judge Bouman was appointed to the bench as a workers’ compensation judge at the Office of Administrative Hearings n/k/a Court of Administrative Hearings. She served in that capacity until March of 2025, when she returned to private practice for a brief time before resuming her career on the bench in December of 2025.

Judge Bouman is highly regarded for her expertise in handling complex workers’ compensation matters and her practical approach and commitment to serving the litigants appearing before her.

Outside of the office, Judge Bouman enjoys time with family.

 



Judge Lucas Cragg

*Judge Lucas Cragg* earned a B.A. from Bethel University and a J.D. from the University of Saint Thomas.

Judge Cragg brings an extensive litigation background to the bench, having spent the last fifteen years representing employees and employers and insurers in all aspects of workers’ compensation claims at the trial and appellate level.  In addition to his workers’ compensation experience, Judge Cragg has practiced in areas of medical malpractice and product liability litigation.

Prior to joining CAH in December 2025, Judge Cragg was a shareholder at Heacox Hartman, where his practice focused primarily on defending employers and insurers in workers' compensation matters.

Judge Cragg is known for his collaborative approach to litigation, interest in creative problem-solving, commitment to continual improvement of the workers’ compensation system for all stakeholders, and passion for serving the people of Minnesota.

Outside of the office, Judge Cragg enjoys spending time with his family, friends, and neighbors. He can often be found cooking, listening to music, and rooting for Minnesota’s sports teams.
