Dear Mr. xxxxxx,

Passage of the NDAA and AUMF Inclusion

This past Wednesday night, the House passed the annual National Defense Authorization Act (NDAA) in a bipartisan vote. Importantly, I led a bipartisan push to include repeals of the 1991 and 2002 Authorizations for the Use of Military Force (AUMF) in the bill. These historic repeals mark a return to constitutional governance by ensuring our military does not operate based on rationale from decades ago.

Additionally, House Republicans included provisions which strip “Diversity, Equity, and Inclusion” (DEI) programs out of our military, prevents men from playing in women’s sports at service academies, and requires transparency from the Intelligence Community on the Chinese Communist Party’s role in unleashing COVID-19. However, the NDAA also fell short in many aspects, for example, this final NDAA adds $8 billion to topline spending and extends Ukraine funding for two years without a commitment from President Zelenskyy on a peace process. While the NDAA does prevent TRICARE (military healthcare) from funding gender transition surgeries, it fails to prohibit funding for cross-sex hormones and puberty blockers, an unacceptable loophole. The final NDAA also did not include critical legislation banning a federal ‘Central Bank Digital Currency’ or a repeal of the Senators only ‘sue-and-settle’ provision enabling a minimum of $500,000 in taxpayer-funded damages per violation in disputes with federal agencies.

In totality, House Republicans fought hard to include important and impactful provisions in the NDAA, with our original House version being the superior legislation. However, Washington insiders took hold of this legislation, and our wins were watered down or removed. It is for these unfortunate reasons that I voted against final passage of the NDAA.

Rep Roy on Passage of the NDAA: "The National Defense Authorization Act (NDAA) secured major victories that move the Pentagon in the right direction by further dismantling woke policies, ending outdated authorizations of force, and strengthening our military capability.

Although this NDAA contains several positive and long-overdue reforms, the increased deficit spending, the inclusion of unacceptable policies that run counter to the department’s mission, and the exclusion of promised reforms like the anti-CBDC policies regrettably required me to vote against the legislation."

House Judiciary Committee Hearing on the Foreign Intelligence Surveillance Act (FISA)

Last Thursday, the House Judiciary Committee held a hearing entitled, “Oversight of the Foreign Intelligence Surveillance Act”. We examined FISA's role in national security and its constitutional and privacy implications. I have long had serious concerns with the way FISA has been used to target American citizens.  Last year I introduced an amendment to H.R.7888, the Reforming Intelligence and Securing America Act, to disclose FBI queries and conduct, which passed and became law.

Rep. Roy on FISA: “I would just note that all four witnesses, including the Democrat witness, just said there is no legitimate basis for us not to include a warrant protection requirement in FISA reform.

I want that to ring through the halls of Congress between now and April, so that when we are forced with the vote that is inevitably going to occur on this issue, that we not have what happened almost two years ago, where we left the American people without the protection the Constitution affords them from a tool that is being used by on a bipartisan basis to target the American people and collect their data, which is offensive and it is wrong,"

Floor Speech on Healthcare and Immigration

On Friday, I took to the House floor to address the Democrat healthcare crisis and Islamic immigration. Joined by my friend and colleague, Rep. Burlison (R-MO), I outlined the Democrats’ repeated failures in healthcare policy, which have only resulted in higher costs and less freedom. I countered with the Republican plans to expand healthcare access and bring costs down through Healthcare Freedom Accounts.

I also took time to address the insanity that has been our immigration system for the past few decades. Since 1965, America has forgone rationality in who we admit into our country, instead allowing abuse through a lottery, chain migration, and incompatible cultures. Congress should act quickly to pass my PAUSE Act to ensure that we regain control of our immigration system.

Rep. Roy on Healthcare: “Right now, the average American family is getting crushed unable to afford health care because Democrats broke our health care system.

We have plans. What we don't have is the backbone and the will power to stand up and deliver. And I say do it now. I say stand up and fight for health care freedom now.

I want to do it now because too many people are suffering at the hands of a bureaucracy and tyranny of government run health management rather than the ability to get care.”

Rep. Roy on Immigration: “Our founders did not envision a nation that remotely resembled today's Muslim world and the radical elements of sharia. America was founded as a nation grounded in a distinctly Judeo-Christian history and understanding of human nature.

Our nation's foreign-born population has reached 51.9 million people comprising 16% of our population. Highest levels of percentage in our history... Over 5,000 Afghans through Operation Allies Welcome have national security or public safety concerns. We are importing people who want to undermine and destroy our country. And both sides of the aisle have been guilty of this. This is not a debatable reality. It's literally occurring.

For us to survive, we have to act. We need to pass the PAUSE Act. We need to pause immigration. We need to pass legislation like the bill that I introduced to Preserving a Sharia-Free America Act to prohibit the entry of people that are known with Sharia which is deeply in conflict with our value and laws.”

The importance of PAUSING Immigration

On Friday, I joined my friend Will Cain on Fox to discuss the urgent need for a complete immigration pause. I outlined the dangers we face through unvetted immigration, legal and illegal, like the Afghan immigrant who perpetrated the D.C. attack.

Rep. Roy: “Millions are being shoved into our country by, basically, the corporate world, wanting to abuse H-1B and diversity visas to pump this country full of people who don't want to assimilate.

You have [migrants] being put on welfare...we've got to PAUSE. Because we have 51.5 million foreign-born people in the US. 16% of the population, the highest since the early 1900s! And we paused in 1920. We had 40 years where we reclaimed our sovereignty.

We should pause, and reset all of those issues.”

Numbers USA Immigration Reformer Award

I was proud to receive the Numbers USA Reformer Award on Thursday for advocating for America First immigration policies in the United States. To receive this award, a member must earn an A+ rating from Numbers USA, a designation I am honored to hold. Through the first year of this Trump Administration and 119th Congress, I have introduced eight pieces of legislation to permanently secure our borders and fix our broken immigration system to serve the American interest. Rep. Roy on immigration legislation: “The problem isn’t just illegal immigration; it’s also legal immigration. While the Biden administration opened our borders and allowed millions to flood into our country, they also rubber-stamped millions more arriving through convoluted legal schemes, completely overwhelming the system.”

Birthright Citizenship

The 14th Amendment to the U.S. Constitution was passed by Republicans in 1868 after the Civil War to ensure that former slaves were full U.S. citizens. Senator Jacob Howard (R-MI) led the introduction of the Amendment in the Senate and during the debate over the first clause of the Fourteenth Amendment, Howard argued for including the phrase "and subject to the jurisdiction thereof:" saying, “Every person born within the limits of the United States, and subject to their jurisdiction, is by virtue of natural law and national law a citizen of the United States. This will not, of course, include persons born in the United States who are foreigners, aliens.”

Four decades later in 1898, the Supreme Court artificially overturned this phrasing in U.S. v. Wong Kim Ark. This case cemented the judicially created unconstitutional concept of unrestricted birthright citizenship. On President Trump’s first day in office, he signed the Protecting the Meaning and Value of American Citizenship Executive order which would rescind automatic citizenship for illegal aliens, just as the original 14th Amendment intended. This Executive Order has been challenged in the courts and I hope the Supreme Court finally corrects their egregious 1898 error.

Rep. Roy on Birthright Citizenship:The drafters of the 14th Amendment intended automatic U.S. citizenship for former slaves, not for every child born to foreign nationals. Birthright citizenship must be ended.”

Congressional App Challenge Winners

This week I was proud to announce the winners of the 2025 Congressional App Challenge (CAC) in Texas’ 21st Congressional District.

The first-place winners are Mr. Keshav Singh, Mr. Ty Fonseca, and Mr. Luke Ringlein of Comal County, Texas, with their app, “American Dynamism”.  All three students are high school seniors at Hill Country College Preparatory High School of Comal ISD. Their app, “American Dynamism”, measures progress of the United States in critical sectors such as defense technology and workforce innovation by scanning RSS news feeds and classifying articles. 

American Dynamism’s Creators on Winning: “In order to make sure American safety and prosperity remains secure, we need to encourage innovation, whether from builders in their garage or defense giants like Lockheed. The good news: that movement is already underway. For the first time in decades, start-ups are once again winning defense contracts, small innovators are making an impact and people are excited to contribute to the national interest.”

The second-place winner of the TX-21 Congressional App Challenge is Ms. Surina Mitra with her app titled “Cureosity.” She is a sophomore student at Ronald Reagan High School in San Antonio. 

Ms. Mitra explains: “My app, Cureosity, helps elderly cancer patients by breaking down complex medical topics into clear, easy-to-understand summaries written at a middle-school reading level. Each article is written using accurate information from credible medical sources”

Students from across America are provided this opportunity by the United States House of Representatives. The goal is to encourage students to pursue STEM activities such as coding. Each challenge is district specific. As U.S. Representatives, we publicly recognize our winning teams, and each winning app may be put on display in the U.S. Capitol Building for one year.

Wreaths Across America Ceremony

Team Roy participated in the Wreaths Across America ceremony on Saturday. Wreaths Across America is a nationwide event held annually in December. Volunteers place live balsam wreaths on veterans' graves at over 5,200 locations, including Arlington National Cemetery, to "Remember, Honor, Teach" about their sacrifice. Team Roy joined the Kerrville Community in honoring the veterans laid to rest at Kerrville VA National Cemetery. Ceremonies involve volunteers saying each fallen hero's name aloud as they place a wreath, often preceded by state house events and followed by taps, connecting communities to honor service members forgotten.

Rep. Roy’s on our WWII Veterans: “Today we honor America’s Veterans for the sacrifices they have made, putting their lives on the line to fulfill the promise of freedom. Because of their blood and heroism, we remain in control of our own destiny as Americans. We are forever grateful for your services.”

Service Academy Interviews 

Service Academy Board interviews were held this past Saturday at Alamo Heights Junior High - thankful for our staff and board members guiding the next generation of leaders.
