Puerto Rican Families in New York’s Public Housing Worry Privatization Will Cause Displacement

New York City’s public housing authority has turned thousands of apartments over to private management under the PACT program, which supporters say is the most effective way to fund renovations quickly after decades of shrinking government support for NYCHA.

But many tenants are still not sold on the program, citing eviction threats and higher costs. For communities like Puerto Ricans, whose population in New York City decreased by 20 percent between 2017 and 2022 and who largely rely on public housing as a last holdout in gentrifying neighborhoods, PACT feels like the latest ploy to drive them out.
