Dear John,

Thanks to the support of donors like you, the John Locke Foundation served as a guiding light for North Carolina in 2025—helping our state navigate turbulent waters with clarity and conviction. Like a steadfast lighthouse, our principles of liberty, free markets, and constitutional government have illuminated the way forward for North Carolinians.

In 2025, Locke helped secure a series of critical reforms, including three of the year’s most significant victories:
* The Power Bill Reduction Act repealed the costly 70 percent carbon-reduction mandate, restoring North Carolina’s least-cost energy standard.
* The Personal Privacy Protection Act safeguarded citizens’ right to support non-profits without fear of harassment by prohibiting government demands for donor lists.
* The Limit Rules With Substantial Financial Costs Act required legislative approval for high-cost regulations, injecting accountability into rulemaking.
* Each passed over the governor’s veto—powerful reminders of Locke’s role in safeguarding liberty and opportunity.

Our reach also extended beyond policy this year. To mark North Carolina’s revolutionary legacy ahead of America’s 250th anniversary, Locked produced “A Letter to the King,” a mini-documentary on the Edenton Tea Party of 1774. Viewed by more than 20,000 people and celebrated with the State Policy Network’s 2025 Communications Excellence Award for Storytelling, the film brought history to life while affirming Locke’s role as a cultural leader. Beyond accolades, it deepened our NC History Project’s impact and reminded us that cultural leadership is essential to keeping liberty alive.

Carolina Journal, our award-winning news division, also continued to shine. In 2025, it earned 16 awards from the North Carolina Press Association, including second place for General Excellence and second place in the Duke University/Green-Rossiter Award for higher education coverage. Among its top honors was a first-place award for investigative reporting on NCInnovation and its $500 million endowment. These achievements reflect the journalistic rigor and independence that make Carolina Journal an indispensable resource for North Carolinians—and a vital part of Locke’s broader mission to inform and empower citizens with facts, not talking points.

As we reflect on this past year’s achievements, our vision remains clear: to be the beacon of liberty in North Carolina.

A lighthouse does not waver in storms or fade with the tides—it shines steadily, helping others find safe passage. But a lighthouse also warns of dangers, steering travelers away from hidden shoals and rocky coasts. Just as the Cape Hatteras Lighthouse has long guided sailors through treacherous waters, Locke shines to expose the perils of unchecked government power and economic missteps.

Our work not only points the way toward prosperity, opportunity, and freedom, but also warns against the threats that could undermine them.

In the coming year, we will build on these wins—defending what we have secured, expanding the reach of our ideas, and ensuring that liberty remains the fixed star by which our state charts its course.
