Dear Texan,

I wanted to provide you with an update on my work for Texas' 31st District in the United States House of Representatives.

ON THE DOCKET:

  • Standing Up for Survivors
  • Honoring TX-31 Veterans
  • Congressional App Challenge

STANDING UP FOR SERVICE MEMBERS AND THEIR FAMILIES

This week, I led the call for an Inspector General (IG) to conduct an independent investigation into the handling of disturbing allegations involving Army Major Blaine McGraw. Former Major McGraw was an OB/GYN in the Army who was charged with secretly recording 44 patients during private exams. As a former judge and Co-Chair of the House Army Caucus, I find the allegations against Major McGraw to be an egregious breach of the trust placed in him, and the oversight failures that allowed him to continue practicing are equally alarming. I led the call, along with Senators Cornyn and Cruz, and Rep. August Pfluger, for an independent IG investigation into the failures that allowed many service members and their family members to be victimized by Major McGraw. I expect this matter to be handled swiftly and with the utmost respect for the survivors, and I will closely monitor the findings to ensure decisive steps are taken to prevent this from happening again.

HONORING TX-31 VETERANS

Over the weekend, I hosted my 11th Annual Congressional Veteran Commendation ceremony to honor outstanding veterans that served our nation honorably and continued their service to our community. We honored 10 veterans that have done amazing things for Central Texas, including starting a veteran scholarship program, volunteering at food pantries, leading Heroes Night Out, and so many other incredible acts of service.

The 2025 honorees are:

  • Shannon Book, U.S. Navy, Leander
  • Dick Chapin, U.S. Army (Ret.), Killeen

  • Michael Farrell, U.S. Coast Guard (Ret.), Round Rock
  • Gordon Logan, U.S. Air Force, Georgetown

CONGRESSIONAL APP CHALLENGE

Every year, I host the Congressional App Challenge, which encourages middle and high school students to learn to code and create a unique app. Central Texas is a growing technology corridor, and promoting STEM education for young people is a focus of mine to ensure that Texas students are prepared to meet the workforce needs of tomorrow. This year's winner of the 2025 TX-31 Congressional App Challenge is a team consisting of Pranav Jaishankar, Amartyaram Jami, and Ronit Baldaniya for their app named Ocunetra, which helps identify medical issues in the eye. To watch their app in action, click here.

As always, thank you for staying engaged with the latest updates from Texas’ 31st Congressional District. It is an honor and a privilege to represent you and our great state in the United States House of Representatives.

Sincerely,

John R. Carter
