CHICAGO—The Illinois Gaming Board (IGB) considered several regulatory matters during its last meeting of 2025 including a redevelopment plan from Par-A-Dice Hotel Casino and a message to licensees about advertising compliance. 

Representatives from Boyd Gaming and Par-A-Dice Hotel Casino presented their proposed plan for a new, modernized riverboat casino facility in East Peoria. No action was taken by the IGB on the redevelopment plan at the December 11 meeting. The IGB will revisit this matter at its February 5, 2026 meeting.

Reflecting on 2025, IGB Administrator Marcus D. Fruchter said, “I am proud of the IGB’s achievements this year as we worked diligently to ensure integrity and accountability in Illinois gaming for the benefit of communities across our State. Thank you to the Board Members and IGB staff for their dedicated work in 2025. I look forward to a productive and successful –and likely busy – 2026.” 

As of December 8, total reported 2025 tax revenue from casino gambling, sports wagering and video gaming amounted to nearly $1.76 billion. 

At the meeting, Administrator Fruchter reminded casino, video gaming and sports wagering licensees of their compliance obligations under the IGB’s updated advertising, marketing and promotions Rule 3000.680, which went into effect earlier this year. Among other provisions, the revised rule expanded existing restrictions and established uniform standards to protect the public, especially young people and problem gamblers. 

The IGB has received reports about current advertising that may not constitute good faith compliance with the advertising rules. Specifically, the IGB is aware that the Illinois Department of Human Service problem gambling helpline information on some billboards is presented in a size or manner that may not be reasonably readable to the target audience of the billboard. 

Administrator Fruchter reminded all licensees that the IGB expects good faith and active efforts to bring current advertising and marketing campaigns into compliance with the new rules. Licensees are encouraged to review their advertising and marketing activities and address any compliance issues to avoid potential discipline in the upcoming year.

In addition, Administrator Fruchter reported on the progress of a Board delegation resolution from the September 2025 Board meeting. This delegation authorizes the IGB Administrator to issue licenses apart from scheduled Board meetings to video gaming establishment, terminal handler, technician, and sales agent applicants when no known suitability concerns exist upon successful completion of the IGB’s license application and background investigation process. This initial use of the newly authorized delegated authority resulted in the approval of 125 video gaming licenses in November, including 52 establishment licenses, 71 terminal handler licenses and two technician licenses. The IGB will continue this process in the new year.

In other matters, the Board accepted the Request for Initial Consideration for the renewal of a casino owners license for 815 Entertainment, LLC d/b/a Hard Rock Casino Rockford. Hard Rock Casino Rockford will appear before the IGB at the February 5, 2026 meeting for formal IGB consideration and determination on its license renewal request.
