Dear PPC member, supporter, and friend,

Before we share important updates about our new 2026 organizational plan, we’re delighted to begin with some festive news.

We warmly invite you to two special Christmas gatherings this season. These events are a wonderful opportunity to reconnect with fellow supporters, welcome new members, and celebrate the holidays together.

** Building a Stronger, Unified PPC

The following information is a short preamble to upcoming operational changes within the People’s Party of Canada. It is intended to provide early context only. Full, in-depth details, timelines, and role descriptions will be shared in the New Year.

Since the federal election this past April, PPC leader Maxime Bernier and the National HQ Team have met with volunteers, riding teams, coordinators, and leaders across the country. The message has been consistent: if we want to grow, compete, and be ready for an election on short notice, we must modernize how we operate.

With a minority government in Parliament, an election could be called at any time. Administrative delays or uneven readiness are not an option. Election preparedness will be a major focus in 2026 and beyond.

Why Change Is Necessary

For over six years, Electoral District Associations (EDAs) and Regional Associations (RAs) have done exceptional grassroots work. However, Elections Canada compliance and reporting requirements have steadily increased to a level that has become unsustainable for volunteer-run associations.

This has resulted in overwhelmed financial agents, reporting errors, high turnover, and constant crisis management. Despite multiple attempts to adapt the structure, the administrative burden remained the same.

New Direction (Beginning in 2026)

To ensure long-term stability and growth, the PPC will move to a new model:
------------------------------------------------------------
* Provincial Associations will manage legal, financial, and Elections Canada compliance, including all administrative duties.
* Local Chapters will remain the grassroots core—organizing events, recruiting volunteers and members, building networks, and supporting candidates.
* Campaign Teams will activate during elections for rapid, coordinated action.

Local Chapters will maintain their identity, membership, volunteer base, and leadership, but they will no longer carry the legal and administrative obligations that previously consumed so much time and energy.

This change will allow teams to focus on what they do best: building relationships, spreading PPC values, and growing the movement.

What This Means for Atlantic Canada
------------------------------------------------------------

A new Atlantic Regional PPC Association will unite:

New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland & Labrador.

This new Association will be overseen by Nancy Mercier as President and Regional Coordinator, with Trona Ross serving as Regional Financial Agent. These are 100% volunteer roles, as are all PPC positions outside of paid national HQ staff.

As founding members of the PPC, Nancy and Trona bring long-standing experience, reliability, and proven dedication to the party.

Elections Canada Compliance

Legal Responsibilities:
Under the Canada Elections Act ([link removed]) , the financial agent of a registered association is legally responsible for maintaining accurate financial records, filing all required reports, and ensuring full compliance with Elections Canada requirements.

The chief executive officer (president) is responsible for maintaining accurate registry records, certifying their accuracy, and submitting corrected or revised documents, including financial records when required. While most financial liability rests with the financial agent and the association, the chief executive officer is also personally liable for non-compliance related to their duties.

Penalties for Non-Compliance:
Not filing on time and providing false, misleading, or incomplete information is a serious offence. Penalties can include significant fines (up to $50,000), imprisonment (up to 5 years), or both, as well as criminal charges or administrative monetary penalties imposed by the Commissioner of Canada Elections.

The PPC has absorbed many penalties for compliance issues since 2019 to protect its volunteers, many of whom just walked away from their position without filing any required documents with Elections Canada, which is why this new organizational change is a must.

Why This Makes the PPC Stronger

This modernized structure provides:
* Unified reporting and consistent standards
* Reduced administrative liability
* Stronger candidate and volunteer support
* Provincial-level accountability
* Improved coordination and election readiness

Most importantly, it protects our volunteers while positioning the party to grow and compete in 2026 and beyond.

Coming in the New Year

In early 2026, the PPC will:
* Launch a membership drive
* Begin recruiting for new roles, including Association Directors, Chapter Leaders and Coordinators, Campaign Team Members, Youth Ambassadors, and Event Hosts

We are not supported by government subsidies or regime insiders.

It’s the moment when Canadians make their last eligible political donation before tax credits reset.

And it’s when we lay the foundation for everything we will do in 2026—every candidate we will support, every message we will amplify, every battle we will fight.

Reaching it means we can continue standing up to a political class that drives up the cost of living, erodes our freedoms, and floods the country with policies Canadians never asked for.
