I’m doing something I don’t normally do –
sharing an excerpt from an internal memo sent to me by our Senior
Attorney Bob Popper in response to increasingly dangerous threats
to the integrity of our elections.
Bob joined us in 2013 after leaving the US Department of Justice where
he served as Deputy Chief of the Voting Rights Section.
He is one of America’s top election law experts and he now heads
up our election law legal team.
Like most followers of Judicial Watch’s work, I expect Election
Integrity matters a great deal to you, so I thought you would be interested
to read his message to me first-hand.

Director Date: December 1, 2025 Re: Legal Battle Plan for Fair
and Honest Elections in 2026 and Beyond
I’m looking at the election law battles now in progress across
the country, and I’m seeing more than 200 active
cases underway in state and federal courts. To me, it’s
clear radical leftist groups and their political operatives are pushing
harder than ever to alter US election procedures in advance of the 2026
congressional midterm elections.
Their intentions are also clear: To undermine and/or demolish any
legal safeguard designed to ensure fair and honest elections.
Especially at the state level. Many of the parade of bad federal
bills they introduced in Congress during the Biden years, but
couldn’t get through the Senate, are resurfacing as laws or proposed
laws in some states...including dangerous provisions like
these:
- Making permanent COVID-related accommodations like unsecured mass
balloting and ballot harvesting
- Failing to comply with federal law that requires states to take
reasonable steps to keep their voter rolls clean
- Even supporting new initiatives to allow NON-CITIZENS to
vote.
I believe 2026 could be decisive in determining if fair and honest
elections persevere in America, or whether the Left will succeed in so
corrupting our electoral processes that they will destroy public faith in
them. I certainly hope not.
I ask that as we help educate Americans in the months ahead,
please impress upon our supporters the vital nature of our work fighting
for fair and clean elections in courtrooms.
Bob leads our Election Law team of attorneys (along with over a dozen
investigators) who together make Judicial Watch the most effective
independent conservative litigator in the ongoing battles to keep American
elections honest.
Since starting our election integrity program, Judicial Watch’s
honest elections legal team has filed federal lawsuits against nearly 20
states.
And we have filed suits and given notice to many other states breaking
federal law by not cleaning their voter rolls, which has led to
more than 5 million ineligible names being removed.
Just this year, Bob’s team has also presented oral arguments and
secured approval for case review, respectively, in two Election Integrity
cases before the United States Supreme Court.
Because of our success, I firmly believe the Left will stop at
nothing to corrupt our elections in an effort to reclaim power in
2026 and beyond.
That’s why we have set an ambitious goal of raising $9.6 million
dollars more by December 31.
We must fill our war chest to fight back, and I would like to ask
