Governor Lamont Announces Connecticut Joins Multistate Licensure Compact Allowing Nurses To Practice in 43 Participating States and Territories [[link removed]]

(HARTFORD, CT) – Governor Ned Lamont and Connecticut Department of Public Health Commissioner Manisha Juthani, MD, today announced that Connecticut has joined the Nurse Licensure Compact [[link removed]] – an agreement among 43 U.S. states and territories that allows Registered Nurses (RNs) and Licensed Practical Nurses (LPNs) to obtain one multistate license permitting them to legally practice nursing in all participating locations.

The compact helps nurses avoid the process of applying for and obtaining a new license in each individual jurisdiction where they want to practice, enabling greater career mobility while also supporting their ability to practice during emergencies. Governor Lamont explained that by joining this compact, employers in Connecticut will have more support in responding to nursing shortages by increasing the pool of qualified professionals from which they can hire.

“This compact increases access to care while maintaining public protection,” Governor Lamont said. “Modern healthcare requires a mobile workforce, whether responding to provider shortages or assisting during disasters. The compact not only gives our Connecticut nurses the flexibility to respond to the needs of communities across the country, but it also helps us address our own nursing shortage by allowing qualified nurses from other states to practice here more easily.”

Nurses with Connecticut as their primary state of residence may now apply for a multistate license at any time or during their annual renewal period. To qualify, nurses must meet uniform licensure requirements, including passing state and federal criminal history background checks. Applications are submitted online at www.elicense.ct.gov [[link removed]] and there are no additional costs beyond the background check fee.

Legislation authorizing Connecticut to join the compact was proposed by Governor Lamont and then authorized by the Connecticut General Assembly through Public Act 24-83 [[link removed]]. The state’s participation in the compact became effective on October 1, 2025.

“We were eager to pass legislation allowing Connecticut to enter the compact, and now that it’s a reality, we’re seeing tremendous interest,” Commissioner Juthani said. “Since our participation in the compact began this fall, we’ve already had more than 3,500 nurses apply. Our team is actively reaching out to healthcare providers to ensure they understand the benefits of the compact and how it creates new opportunities for Connecticut nurses.”

“Connecticut joining the Nurse Licensure Compact is an important step in strengthening our healthcare workforce, and we applaud Governor Lamont for advancing this effort,” Laura Bailey, MSN, RN, regional vice president of patient care services for Hartford HealthCare, said. “By making it easier for nurses to practice across state lines, the compact supports recruitment and retention and helps keep Connecticut competitive with our neighboring states. This is a meaningful step within the broader work needed to sustain a strong nursing workforce for the future.”
