The moment we’ve all been waiting for, the complete draft comprehensive plan is now available for public review! Read on for more information on how to comment and upcoming meetings and engagement opportunities.

*Draft Materials Released for 60 Day Public Comment Period*

As part of the 2045 Comprehensive Plan [ [link removed] ], staff have released draft elements, development regulations, and SEPA environmental review for public review and input. Public comments will be accepted from December 10, 2025, until February 9, 2026. Visit our website [ [link removed] ] for more information and details on how to comment.

*Engagement Opportunities*

Long Range Planning will be meeting with the Board and the Planning Commission to discuss the draft materials for the 2025 Comprehensive Plan update. Work sessions at the Board and Planning Commission on the draft comp plan materials are planned for the following dates and topics (materials can be found in agenda center [ [link removed] ] the week prior to the meetings).

The planned meeting dates & topics include:


* December 17 – *Overview* of Key Topics & Themes
* January 7 – *Housing* (Housing and Land Use Elements, Development Regulations)
* January 14 – *Environment* (Climate and Natural Resources Elements)
* January 21 – *Infrastructure* (Transportation, Parks, and Capital Facilities and Utilities Elements)
* February 4 – *Economic Development* and *Clinton *Subarea Plan

Public meetings will also be held on the following days:


* Oak Harbor, at The Center: January 15 from 5 to 6:30 PM
* South Whidbey, at the Clinton Community Hall: January 20 from 5 to 6:30 PM
* Camano, at the County Annex Building: January 24 from 10 to 11:30 AM

More information on the public meetings to come later this month.

Comments can be submitted verbally to the Planning Commission at the beginning of each meeting and to the Board at their Tuesday Regular Sessions beginning at 10 am.
