Celebrating the Signing of HB 1312
Start Early and its partners at Illinois Action for Children and the Latino Policy Forum applaud Governor JB Pritzker for signing HB 1312, landmark legislation that establishes new protections for children, families and early childhood professionals in licensed child care centers across Illinois, earlier today. The bill, which passed the General Assembly in October, goes into effect January 1.
HB 1312 helps ensure that licensed child care centers remain trusted, stable spaces – especially during a time when immigration enforcement has created fear, confusion and barriers to access for many families.
The new law requires licensed child care centers to establish written procedures for:

Reviewing judicial warrants and subpoenas
-
Interacting with law enforcement officers conducting civil immigration enforcement

Communicating clearly and promptly with families during enforcement activities

We also see the strength of early childhood programs as they continue to show up for children every day. Illinois’ action today affirms that every child and educator deserves to learn and work in a safe, welcoming environment.
