We’ve been sharing how IPA is evolving to meet the urgent demand for proven solutions. But better evidence alone isn’t enough—the real goal is better policies, implemented at scale, that improve people’s lives.

The key to lasting change? Partnering directly with governments—the institutions uniquely positioned to plan, fund, and deliver large-scale programs. That’s why we are deepening our work through our 24 Embedded Evidence Labs.

Embedded Evidence Labs: Institutionalizing Impact

Four icons for processes, governance, capacity, and resources

Our Embedded Evidence Labs work within government ministries to make data and evidence a routine part of policymaking. These Labs identify key challenges, generate timely research, and translate evidence into actionable policies that improve lives. Beyond producing studies, Embedded Labs institutionalize evidence use by strengthening internal capacity, establishing legal frameworks, and creating clear organizational structures—ensuring that evidence consistently shapes policy decisions.

From Partnership to Policy Change

This video highlights Côte d’Ivoire’s Education Lab, where IPA and the Ministry of National Education are embedding evidence into how education policy is designed, tested, and scaled. Together, they’re strengthening data systems, training staff, and ensuring that learning informs every decision.

Scaling the Model

IPA currently supports 24 Embedded Evidence Labs across 14 countries and 8 sectors—including education, gender, climate, and social protection. With your continued partnership, we can continue to expand this approach—because when governments and researchers work together, policies become more effective, and millions of lives are transformed.

Thank you for your support building the bridge between evidence and lasting policies that improve lives.

Sincerely,
The IPA Team
