InSight Crime invites you to explore its latest investigation, “Peace Never Had a Chance: Colombia’s ELN in Venezuela.”
Negotiating peace with the National Liberation Army (Ejército de Liberación Nacional – ELN) is at the heart of Colombian President Gustavo Petro’s election campaign and his Total Peace (Paz Total) policy. It was always going to be a herculean task. Failure now seems inevitable.

This investigation looks at the growth of the ELN in Venezuela and how this has allowed the rebel group to project itself into Colombia. It also examines how the ELN and the Maduro regime are now in a symbiotic relationship, each dependent on the other – and each stronger for it.
The launch of this investigation is accompanied by an event in collaboration with EAFIT University in Medellín, Colombia, where Co-director Jeremy McDermott will present the report’s main findings. The event will take place at the university’s visitor Center on Tuesday, December 9 at 9:30 a.m. (UTC-5), and will be livestreamed.
