Greetings!
I wanted to take a moment to share with you a recap of what happened last week in Texas' 22nd District and the United States House of Representatives.
After more than 30 years in law enforcement serving and protecting my community as a police officer, constable, Fort Bend County Sheriff, an Army Veteran, and six years representing this district in Congress, I have made the decision, after conversations with my beautiful bride and my girls over the Thanksgiving holiday, to focus on my family and return home after this Congress.
Before making this decision, I called President Trump personally to let him know of my plans. President Trump has always been a strong ally for our district and a true friend, and I wanted him to hear it from me first.
Serving this country in the military, serving our community in law enforcement, and serving this district in Congress has been the honor of my life. Thank you for your trust, your friendship, and your prayers.

This week, President Donald J. Trump signed my legislation, H.R. 695, the Medal of Honor Act, into law. This legislation increases the special pension for Medal of Honor recipients from $16,880 to roughly $67,500 annually, a long-overdue update that honors the extraordinary sacrifice of the fewer than 70 living recipients of our nation’s highest military award.
Medal of Honor recipients are true American heroes who never seek recognition, and many spend their lives sharing their stories to inspire the next generation of American heroes. This law ensures their service is met with the gratitude and support they deserve.
The bill passed both the House and Senate unanimously, and I am beyond grateful for the strong support it received. I have introduced this bill in three consecutive Congresses, and I am proud to see it finally signed into law by President Trump.

This week, I joined my colleague, Representative Sharice Davids (D-KS-03), for the fifth session of the bipartisan ATC/NAS Modernization Working Group, which brought together leaders from the unmanned aircraft systems (UAS), advanced air mobility (AAM), and emerging aviation technology sectors. These new entrants are shaping how people and goods move across the country, and their insight is essential as these industries continue to grow.
Our discussions focused on airspace integration, traffic management, and safety, all important components as we work to modernize our air traffic control and national airspace systems. The information we’re gathering through these sessions is helping guide efforts to support the technology that will drive the next generation of air travel.
We look forward to continuing these working group sessions and giving more aviation stakeholders the opportunity to share their perspectives as we strengthen and modernize America’s aviation infrastructure.

This week, as Chairman of the House Aviation Subcommittee, I held a hearing on the state of Advanced Air Mobility (AAM). AAM is a fast-evolving area in the transportation industry that has the potential to reshape how we move people and goods across our country. Specifically, AAM uses modern types of aircraft, including electric vertical takeoff and landing (eVTOL) vehicles. From local communities to major cities, these new technologies can open up more transportation options that traditional aviation has never been able to reach.
As we continue working to modernize our air traffic control (ATC) and national airspace systems (NAS), it’s important that we account for both the current and future users of America’s skies, including AAM. Ensuring our system is safe, efficient, and prepared for the next generation aviation will strengthen our economy and keep the United States at the forefront of global aerospace innovation.

This week, I voted “YES” to pass H.R. 1049, the Transparency in Reporting of Adversarial Contributions to Education (TRACE) Act, and H.R. 1005, the Combating the Lies of Authoritarians in School Systems (CLASS) Act.
H.R. 1049, the TRACE Act, requires local educational agencies (LEAs) to make sure the K-12 schools they serve notify parents of any foreign contracts or financial transactions they partake in, allow parents to review curriculum provided by or purchased with funds from a foreign government, and inform parents of how many personnel at their child's school are compensated by foreign sources. Parents deserve full transparency, and this bill makes sure they can see any curriculum or materials tied to foreign governments.
H.R. 1005, the Combating the Lies of Authoritarians in School Systems (CLASS) Act. This bill requires any public elementary or secondary school that receives more than $10,000 from a foreign source, or signs contracts totaling more than $10,000, to report it to the Department of Education within 30 days. Schools must disclose who the foreign source is, how much money was received, and all terms and conditions tied to that funding or contract. This ensures parents are informed and aware of any foreign influence in their child’s classroom.

I am proud to announce the winners of the 2025 Congressional App Challenge.
The Congressional App Challenge (CAC) is a competition designed to encourage student participation in computer science and coding. The United States House of Representatives launched the CAC in 2014. This nationwide effort allows students to compete against their peers by creating an application ("app") for desktop/PC, web, tablet, mobile, raspberry Pi, or other devices. The Congressional App Challenge promotes innovation and engagement in computer science.
The first-place winner of the 2025 Congressional App Challenge is PoliDebater, designed by Samuel Xie (Seven Lakes High School). The second-place winner is GlucoChat, designed by Gina Ovanessians (Clements High School), and the third-place goes to Equinox, designed by Krishiv Vyas (Lawrence E. Elkins High School).
Congratulations to the winners of the 2025 Congressional App Challenge. Texas' 22nd Congressional District is filled with talented, young students who have a bright future ahead of them!

First Place: PoliDebater – Designed by Samuel Xie (Seven Lakes High School)
PoliDebater allows users to engage in political debate with an impartial large language model (AI). The user can select from a range of topics, and can set several settings for their debate, including their position (for/against), difficulty level of the AI opponent (beginner, intermediate, expert), number of rounds, first speaker (ai or user), and whether timed rounds are allowed and if so, how long the rounds should be. When the debate is over after the rounds are complete, the user can see several measures of performance including clarity, adherence to argumentative framework, and persuasion for both AI and them in a table that also displays who won in each of the respective categories. There is also a radar graph to make this information clearer. Finally, there is an AI generated feedback paragraph for both the AI debater and human debater, which is a concise summary of how each of them did. The user can always go back to the debate to review their messages. After the user is finished with the debate, they can generate a permanent shareable link so that anyone on the internet can view the debate's message history and AI feedback.

Second Place: GlucoChat - Designed by Gina Ovanessians (Clements High School)
GlucoChat is a diabetes management and support app designed to help people with diabetes take control of both their physical health and emotional well-being. At its core, GlucoChat allows users to log key health data including blood sugar, insulin doses, and carb intake. These logs are stored securely in Firebase and displayed in a user-friendly dashboard, helping users track trends over time and share their data with their endocrinologists. GlucoChat goals are to flag unusual blood sugar patterns, such as frequent highs after meals, so users can understand and respond to them faster. The app also includes a Check-In feature that offers personalized support when blood sugar is too high or too low. Based on the reading, it provides timers, recovery reminders, or calming activities, including embedded YouTube videos for yoga, meditation, or light workouts, to help users stabilize safely and manage symptoms. The goal was to ensure that no one has to face diabetes alone, that they have a network of people who genuinely understand what they’re going through. GlucoChat was made to support those with diabetes, to show that their life is not confined to a number on their glucose monitor, and to help them surpass the obstacles diabetes presents.

Third Place: Equinox – Designed by Krishiv Vyas (Lawrence E. Elkins High School)
Equinox is a powerful and simplistic mobile app that allows beginners in market investing to gain a better grasp of the ever-changing and information-heavy market. This app integrates features of other brokerage apps, such as showing the user live data on stocks and news through the Finnihub API, with personalized learning features that are powered by artificial intelligence. Equinox has features to track favorite stocks, see trending news headlines and articles, view a large database of live-stocks, and more. Equinox utilizes portfolio tracking that suits the user's needs, including AI visualizations that spark creative and personalized methods for users to understand the circumstances of their assets. Additionally, Equinox has a powerful chatbot, or the AI Advisor, which can guide the user through financial concepts, help users with information in the app, and give guidance to the user for how to proceed in their financial journey when they are stuck. Equinox’s AI Advisor serves as the primary gateway for users to utilize at any point throughout the use of this app.
