I am back in Washington, D.C. for a week of legislative activity, committee hearings, and meetings. Mann.House.Gov The Week Ahead This week, the House is back in session with a full slate of legislation to strengthen our small businesses, protect our children from foreign influence, and restore fairness to college athletics. Today, I participated in a Transportation and Infrastructure Committee Aviation Subcommittee hearing on the future of advanced air mobility in our country. Later this week, the House will vote on the SCORE Act, legislation to bring clarity and consistency to name, image, and likeness (NIL) rules for student-athletes. College athletics are a part of who we are as Kansans. As a graduate of K-State and representative for both K-State and KU, it is important to me that we ensure college athletics has a level playing field and that the integrity of college sports is protected in this new era. We have already voted on several important bills that slash regulatory bloat, protecting consumers and small businesses alike from hidden bureaucratic taxes. Each year, American households spend about $16,000 in hidden regulatory fees. Small businesses, on average, spend nearly $40,000 per employee to comply with federal regulations. By working with the SBA to cut red tape and ensure any regulatory changes do not increase compliance costs for small businesses, we can help Main Streets and families across the Big First thrive. The Big First is home to more than 20,000 small businesses, and I will always stand with the entrepreneurs who make our economy stronger and our communities more resilient. Finally, the House will vote to combat Chinese Communist Party influence in U.S. schools, ensure transparency in foreign contributions to education, and stand up for American values in the classroom. Raising the next generation to love and defend our country starts with protecting them from authoritarian propaganda. Celebrating Rural Health Care Workers Quality rural health care could not exist without the dedicated rural health care workers, hospitals, service providers, clinics, and community health centers that serve as pillars in providing health services and lifesaving care to Kansans. During National Rural Health Care Month, I spoke on the House floor to recognize the work they do to ensure rural Americans receive the care they deserve. As the representative of 60 primarily rural counties and the congressional district with more critical access hospitals than any other district in the country, I understand full well the importance of adequate, quality health care for all communities. Thank you to the countless Kansans who keep our rural health care systems running smoothly. Improving Rural Housing Supply Far too many Kansans are seeing the dream of home ownership slowly slip out of reach because of burdensome regulations that hinder the housing supply. I cosponsor the Rural Housing Service Reform Act, legislation that modernizes USDA's rural housing programs, preserves affordable units, and cuts through red tape to improve oversight. By increasing efficiency in our housing programs and ending bureaucratic over-regulation, we can help more Americans find affordable housing in rural America. Honoring Sergeant Scott William Heimann Sergeant Heimann served honorably with the Hays Police Department for nine years. Throughout his time, he served on the Special Situation Response Team, High-Tech Crime Unit, Internet Crimes Against Children Task Force, and the Honor Guard. Scott took pride in wearing the Hays Police Department uniform. On Sunday, September 28, 2025, Scott’s watch ended far too soon when he was shot and killed while responding to a domestic violence call. On behalf of Kansans in the Big First District, I paid tribute to Scott on the floor of the U.S. House of Representatives and expressed our gratitude for his service. Audrey and I continue to mourn with the Hays community and continue to pray for them as they come to terms with this tragedy. We especially pray for Scott’s wife, Beth, his beautiful children, Victoria and Patrick, and all his loved ones whom he left behind.
