The South Big Horn Water Supply Joint Powers Board will conduct a public meeting at 10:00 am, local time, on December 15, 2025, at the Basin Town Hall at 209 S. 4th Street, Basin, Wyoming. The purpose of the meeting is to allow citizens to review and comment on the Manderson Well Supply Line Replacement project. This project replaces existing aging ductile iron pipelines between the Wildhorse wells and the well connection building.
At the meeting, SBH and their consultant, DOWL will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan can also be reviewed at at DOWL, 1833 Sheridan Avenue, Sheridan, Wyoming 82801. Contact Jeffrey Rosenlund, P.E. Based on current cost estimates, the SBHWSJPB plans to borrow $650,000 at a 0.0% interest rate for 30 years from the Wyoming Drinking Water State Revolving Loan Fund. The board anticipates receiving 75% principal forgiveness on the loan. The loan will be administered by the Wyoming Office of State Lands and Investments. The SBHWSJPB will split loan payments between the Town of Manderson, Town of Basin, and South Big Horn Water District based on the number of EDUs in each district. Debt repayment on this loan without principal forgiveness will be around $1.16 per EDU per month.
