Notice of Public Meeting, Town of Thermopolis, WY, Town of Thermopolis, WY Lead Service Line Investigation & Replacement Project

The Town of Thermopolis, Wyoming, will conduct a public meeting at 7:00pm local time on December 16th, 2025, at the Town of Thermopolis Town Hall. The purpose of the meeting is to allow citizens to review and comment on the following project.


The Town of Thermopolis, WY Lead Service Line Investigation & Replacement Project


This project includes pothole excavation of treated water service lines with unknown material types and replacing service lines that are lead or “galvanized requiring replacement”. Due to EPA lead service line requirements, all public water systems are expected to identify each unknown water service line material visually and include that information in an inventory filed with the EPA and made available for public record. Following the identification of all unknown service lines, any service line that is lead or “galvanized requiring replacement” per EPA standards will then be replaced from the main to the point of transition to the building's interior plumbing. This project will allow the Town of Thermopolis to comply fully with EPA Lead Service Line requirements. Any excavation or replacement work performed on this project will be performed at previously disturbed locations where existing water service lines are already in place and serving customers. The unknown service lines that will be excavated are located throughout the Town limits. Those that will require replacement will be determined following the completion of the identification phase of the project. Project completion is expected in 2027, depending on funding availability.


At the meeting, the Town of Thermopolis will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. Based on current cost estimates, the Town of Thermopolis plans to borrow $6,081,495 from the Wyoming Drinking Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. It is not expected that the town will need to increase user fees to repay the loan. Loan terms will be 0% interest rate and 30 years.
