House Passed Hill Country Flood Resolution
Our Hill Country community is still reeling from the horrors that took place on the morning of July 4th, but we also saw great heroism and strength arise through this tragedy.
Last Monday, I took to the floor of the House of Representatives to present my resolution, H. Res. 782, which expresses condolences and support for the victims of the July 4th flooding in Central Texas, honors acts of heroism, and commits to stand with those impacted by these floods.
Rep Roy on passage of H. Res. 782: "Tonight, the House of Representatives showed unwavering support for Kerrville and all other communities impacted by the horrific flooding in the Texas Hill Country on July 4th.
I am proud to represent this beautiful part of the world and so many faithful and heroic people. I am grateful to all of my colleagues for their support of this Resolution, and I am especially grateful for my colleagues in the Texas delegation for their constant support and strength — including my friend August Pfluger who is co-leading this resolution with me.
While this resolution serves as a reminder that our nation has not forgotten about all of those impacted, our work continues to rebuild in the Hill Country, and we will rebuild.

Introduction of the PAUSE Act to freeze immigration
Last week I introduced H.R. 6225, the Pausing All Admissions Until Security Ensured (PAUSE) Act. This needed legislation would freeze all immigration to the U.S., except for temporary tourist visas, until certain conditions are met to ensure our immigration system is working on behalf of the American people.
Our nation’s foreign-born population has reached 51.9 million, comprising over 15% of our total population, a near record high. The U.S. admits more immigrants than all other countries combined. This raises questions about how, and which, legal immigrants are assimilating into our culture and what so many foreign-born individuals mean for our economic, cultural, and security interests.
Rep. Roy on the PAUSE Act: "The problem isn’t just illegal immigration; it’s also legal immigration. While the Biden administration opened our borders and allowed millions to flood into our country, they also rubber-stamped millions more arriving through convoluted legal schemes, completely overwhelming the system.
Young Americas are struggling to find jobs after college, while a lion’s share of H-1B visas are being awarded for entry-level positions. American families are being gouged by insurance companies, while aliens are receiving taxpayer-funded healthcare. The prospects of marriage, parenthood, and homeownership are becoming increasingly distant for Americans, all while foreign nationals are bringing multiple generations of families through chain migration. Everyday Americans are working to advance their careers through merit, while our immigration system uses a lottery that doesn’t bring the best, but the luckiest. Many Americans strive to live their life practicing their faith, while our immigration system is actively importing radical Islamic Sharia adherents and communists.”
The PAUSE Act would freeze nearly all legal immigration admissions until the following conditions are codified into law:
- The ability to bar illegal aliens and noncitizens from public schools.
- Ending the practice of automatic birthright citizenship.
- Ending chain migration and the Diversity Visa Program.
- Prohibiting the entry of Sharia Law adherents, Chinese Communists, and terrorists.
- Baring illegal aliens and noncitizens from accessing welfare programs.
- Scrapping the unconstitutional OPT program and seriously reforming the H-1B visa.

Judiciary Subcommittee hearing on illegal aliens’ impact on the Census
On Wednesday, I chaired the House Judiciary Subcommittee on the Constitution and Limited Government’s hearing on how the presence of illegal aliens affects the census and therefore the distribution of political power across districts.
The subcommittee examined how the census's including of illegal immigrants is unconstitutional, leads to inaccurate results, disenfranchises American voters, and benefits states that intentionally disregard federal immigration law via "sanctuary" policies. The hearing also examined how the Census Bureau's counting errors in the 2020 census benefitted certain states. Finally, we examined how the Census Bureau's use of differential privacy, a likely unconstitutional practice that aims to protect the privacy of individuals when releasing large data sets by injecting random "noise" into the results of a data query, may have led to inaccurate population estimates in the 2020 census.
Rep. Roy in the Hearing: “If congressional seats were properly apportioned based on the number of citizens, Republican states would gain between 10 and 12 seats in the House of Representatives and votes in the Electoral College.
Illegal aliens and non-citizens have at least 10 seats in the U. S. House of Representatives and the Electoral College. And that was before the Biden administration welcomed 10 million more illegal aliens into our country.
How many more seats will that give Democrats in the 2030 census?”

Committee Hearing on deporting criminals
On Tuesday, the House Judiciary Committee held a markup for 8 bills addressing deportations for criminal illegal aliens, bolstering law enforcement operations, protecting law enforcement K-9s, and civil and corporate litigation reforms.
One measure, H.R. 4638, the Bill to Outlaw Wounding of Official Working Animals (BOWOW) Act, enables expedited deportations proceedings for aliens who wound law enforcement dogs. I was proud to support this effort.
Rep. Roy on H.R. 4638: "If you've got a dog in service to our country and you've got an individual who is here as a guest and they kick a dog... We don't believe you should be a guest anymore. I don't think this is that complicated. Don't be an idiot or we're going to remove you or not admit you. It's that simple."

RESTORE Act – House Admin held a hearing on Congressional Stock Trading Ban
On Wednesday, the House Administration Committee held a hearing entitled, “Taking Stock of the STOCK Act”. The STOCK Act is a law currently on the books that requires members of Congress to make disclosures related to their stock trading. This law on its own does not satisfy me and I believe members of Congress should be completely barred from actively trading stock while in office, not just disclosing their trades.
In September, I introduced historic new bipartisan legislation, H.R. 5106, the Restore Trust in Congress Act. This bill would prohibit all Members of Congress, their spouses, dependent children, and their trustees from owning, buying or selling individual stocks, securities, commodities, or futures. The legislation also outlines the process for divestment, enforcement mechanisms, and reconciles several previously introduced bills on the subject.
Rep. Roy on H.R. 5106: “It’s far past time to ban Members of Congress from day trading stocks, and for the first time, a bipartisan coalition is standing together behind a united proposal to do just that. The Restore Trust in Congress Act ensures that Members of Congress will no longer be able to put the stock market first in their official decisions. This bill strikes a balance between being easy to comply with, but without tons of loopholes for Members to continue trading while on the job. We must vote on this bill and put this conflict of interest to bed for once and for all. I look forward to seeing the Restore Trust in Congress Act move through the legislative process.”

Governor Abbott lists CAIR as terror group
On Tuesday, Governor Abbott designated the Muslim Brotherhood and Council on American-Islamic Relations as foreign terrorist and transnational criminal organizations. The Governor’s designation prevents those organizations from buying or acquiring land in Texas and authorizes the Attorney General to sue to shut them down.
The Governor’s announcement follows legislation I filed this year, H.R. 5890 and H.R. 5722. H.R. 5890, the No Tax-Exemptions for Terror Act, would eliminate the tax-exempt status for extremist groups with close ties to terrorist organizations, such as the Council on American-Islamic Relations (CAIR). H.R. 5722, the Preserving a Sharia-Free America Act, would prevent all foreign nationals who observe Sharia from entering the U.S. or from remaining in the country, prioritizing our security and values nationwide.
Rep. Roy on H.R. 5890: “No organization should receive a tax benefit. For example, the Council on American-Islamic Relations (CAIR) should immediately be stripped of their 501(c)(3) status. CAIR has ties with Hamas, the Muslim Brotherhood, and other extremist organizations that routinely use violence and commit horrific acts to advance their political agenda. CAIR's national Executive Director even praised Hamas' barbaric October 7th attacks against Israel. CAIR and other non-profits with ties to terrorism should immediately be stripped of their of their 501(c)(3) status.”
Rep Roy on H.R. 5722: “Europe should be a wakeup call to America, showing what the spread of Sharia law looks like - the erosion of the West.
America’s immigration system must be fortified to counter the importation of Sharia adherents – the preservation of our constitutional republic and its people depend on it."

Cosponsor bill on illegal alien abortions
On Thursday, I joined Representatives Mark Harris and Mary Millerm, and 28 of my Republican colleagues, as an original cosponsor in introducing the No Taxpayer-Funded Abortion Travel For Illegal Aliens Act. This legislation would repeal a Biden-era scheme that enabled illegal alien unaccompanied minors to be flown to states offering abortions on the taxpayer’s dime.
Rep. Roy on the No Taxpayer-Funded Abortion Travel For Illegal Aliens Act: “Texas was the hardest hit by the Biden administration’s deliberately reckless border policies that led to record-breaking numbers of unaccompanied minors appearing at the Texas border, while expanding abortion services for these minors who were in federal custody before they were released to a purported sponsor. Texans have made clear their desire to protect life, to protect children, and to protect women, but the Biden administration saw fit to disregard Texans’ values by expanding taxpayer funds for abortion. Children are the most precious creations in our world, and the purpose of our work should be focused on preserving human life by revoking taxpayer funds that harm babies and encourage illegal immigration.”

Tren de Aragua arrest in San Antonio
On November 16th, a Homeland Security task force arrested more than 150 illegal aliens in a search warrant at an after-hours nightclub in San Antonio. Involving more than 14 state, local, and federal agencies, the enforcement resulted in 27 ‘Tren de Aragua’ gang members being arrested, as well as cocaine, three firearms, and over $35,000 in cash being seized.
Rep. Roy: “This is yet another example of Tren de Aragua infiltrating our communities with illicit drugs, crime, and violence. Thank you to the brave work from DHS, ICE, and San Antonio local law enforcement officials for nabbing these criminals and removing them from our communities. The Trump administration is on the right side of history with their enforcement operations and should continue to be aggressive in arresting and deporting criminals who should never have been here in the first place."

Kerrville Memorial Ceremony
Team Roy attended the unveiling ceremony of the Living Memorial of Resilience in Kerrville. At the ceremony, a magnificent Red Oak Tree was planted on the banks of the Guadalupe River in Flat Rock Park as a living memorial of resilience to all those affected by the horrific Hill Country floods on July 4th, 2025. I want to thank the Spirit of Liberty Foundation for organizing this ceremony and planting this magnificent tree.
