SNAP nutrition benefits are the most effective anti-hunger program in the U.S., but they do much more than address hunger. SNAP helps reduce poverty and improve health outcomes with studies showing that SNAP recipients have lower annual medical costs than people with similar means who do not receive SNAP.1 It leads to better education outcomes and self-sufficiency in urban and rural communities alike.
And yet, during Trump’s government shutdown, he illegally withheld SNAP funds from tens of millions of beneficiaries, using food insecurity as a weapon against vulnerable families.
Trump’s attacks come just months after Republicans passed their Big Budget Betrayal that cut $187 billion from SNAP over the next decade―the largest cut in the program’s history.
In response, Democrats in the House and Senate have introduced the Restoring Food Security for American Families and Farmers Act of 2025 to reverse Republicans’ SNAP cuts.

Nutrition assistance used to be a bipartisan issue. But when Republicans passed their Big Budget Betrayal, they not only cut benefits, but shifted some of the cost responsibilities to states. As a result, states will be forced to find money in their state budgets by cutting other services, raising taxes, or cutting or eliminating SNAP altogether.
These cuts will impact every single one of the more than 40 million Americans who currently receive SNAP, with roughly 4 million expected to lose all or most of their benefits―including children, seniors, veterans, and people with disabilities.
