Dear Parents and Friends,
With AB 495 now in effect, many families across California are navigating new uncertainties about who is allowed to remove a child from school facilities. While the law creates troubling gray areas, Pacific Justice Institute is committed to helping parents stay firmly in control of their children’s safety and custody decisions.
To support you, we are now offering a “Parental Notice of Non-Authorization of Removal of Child by Non-Emergency Contact.”
This form allows parents to clearly and legally notify their school that no one may remove their child unless they are an approved, verified emergency contact, with the only exceptions being genuine emergencies handled by first responders.
This notice ensures:
Your school has actual knowledge of your instructions.
No caregiver affidavit or unverified individual can lawfully remove your child.
Staff are formally reminded that students are never to be released to strangers.
You maintain full authority under California law to direct the care and custody of your child.
This form is designed to be straightforward, strong, and enforceable for the entire school year unless revoked or replaced.
