Legislative Update

Greetings Everyone!

Where has the month of November gone?  As I draft this letter, I see that we are exactly one week short of our Thanksgiving holiday and then December starts! Overall, I believe we all can be thankful for the many blessings and opportunities our greater Minnesota communities provide us.

Minnesota Energy

For me, the week started with meetings for my role on the Energy committee. The topics included legislation we can correct as well as new legislation supporting our future Energy needs.

As you may recall, the 2023 legislature passed the Next Generation Climate Act which solidified a new target of net-zero emissions by 2050 and the 100% Clean Electricity Standard (Carbon-free by 2040). Given these very ambitious sets of legislation and the long lead times associated with building new electrical generation and transmission capacity, we must start yesterday (figuratively speaking) to meet or even start to address these aggressive goals.

State of Manufacturing

On Tuesday, I had the opportunity to attend the State of Manufacturing presentation sponsored by the Southern MN Initiative Foundation and held at the Owatonna Country Club. [link removed]

City Council Meeting

On Tuesday evening, I stopped by the Waseca City Council meeting to thank our local elected officials, city staff, Waseca Chamber of Commerce, and the entire community for their support of the 2025 Capital Investment committee visit to Waseca on November 5th, 2025.

The committee’s visit earlier this month was to discuss the inflow and infiltration issues plaguing the wastewater system throughout the city.

As you know, inflow and infiltration occurs when relatively clean storm water from a heavy downpour inadvertently flows into the wastewater pipes underground rather than the storm water pipes. This misdirected heavy flow of water overwhelms the wastewater treatment facility with too much flow over a very short period of time.

When this happens, city staff is left with two bad choices; either divert the flow of wastewater into our local lakes or allow the flow to back up into the basements of our residents. Fixing the problem requires replacing the storm water and wastewater pipes when we replace roads or lining the pipes that are not too damaged already. Both options are expensive and the use of State of Minnesota bonding funds enables faster solutions by funding more construction work sooner rather than later.

Supporting Waseca County

On Wednesday, I had the opportunity to join several of my fellow local legislators, Waseca County Commissioners and staff, City staff members from around Waseca County, and community leaders at the Waseca County Legislative luncheon.

This was a great opportunity to learn and focus our legislative efforts in support of our local government initiatives prior to the next legislative session which will begin in February 2026. What became crystal clear is the need to really relook and amend several of the statutes passed in 2023 before they are implemented in the next several years.

Veterans and their Families

On Thursday, Jeanne and I had a fun opportunity to be guest speakers for the Waseca Rotary. It was an event aligned with Veterans Day (only we held it slightly later in the month). At this event we focused on our unsung heroes...the spouses and kids supporting their servicemember or veteran.

Our spouses run the household, raise children, and act as Mom, Dad, or Coach for spouses new to the military way of life. These roles become essential during an overseas assignment far from the comforts and familiarity of home.

Military kids or military brats, as they sometimes call each other, grow up living in many places around the world for an extended period. They learn about new cultures because they become part of the culture. It is a global education that cannot be quantified in dollars and cents. Jeanne and I had a great time, and we sincerely enjoyed the opportunity to answer questions and share our experiences.

One last stop tonight was watching the filming of part one of a three-part series on the financial aspect of public education in Minnesota. Part one, titled “Understanding how our schools are funded.” If you missed it tonight, look for it to be posted shortly on the Waseca Schools webpage as it really applies to every public school in Minnesota.
