House Approved My Legislation

As transnational criminal organizations continue to extend their reach, the United States must be prepared to meet this evolving threat. Strengthening international cooperation with partner nations is essential to combating drug trafficking and human smuggling, in addition to supporting critical humanitarian and law enforcement capacity-building missions.

My legislation authorizes U.S. Customs and Border Protection’s Air and Marine Operations, and other designated Customs and Border Protection personnel, to continue and expand these successful agreements by providing training and conducting joint operations that will save lives, strengthen our defenses, and make our nation safer. I’m honored that it was approved by the House this week.

Securing the Border

As Chairman of the Border Security and Enforcement Subcommittee, I continue to fight to make President Trump’s Executive Orders the permanent law of the land, hold the Biden-Harris Administration accountable for failed policies, and hold non-governmental organizations accountable for being conduits for illegal immigration. 

As part of the Working Families Tax Cuts, I delivered key victories on border security: 


Funding to finish construction of the strategic border barrier system

  Historic investments in Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE)

An expansion of ICE’s ability to detain illegal aliens

 Resources to hire more CBP and ICE agents

As a result, border crossings have plummeted this year.

ImageThe Bow Wow Act


It was an honor to meet CBP K-9 Freddie the Beagle on Capitol Hill. Freddie was physically assaulted at Dulles International Airport by an Egyptian foreign national who was discovered to have contraband in his possession. As a result of this assault, Representative Ken Calvert introduced legislation to make it a federal crime to injure a public service animal. I’m glad to see the Bow Wow Act passed out of the House Judiciary Committee this week. Read more about the Bow Wow Act here.

Legislation on the House Floor This Week

S. 2392 – Veterans’ Compensation Cost-of-Living Adjustment Act of 2025

Requires the Department of Veterans Affairs (VA) to increase the amounts payable for wartime disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. Specifically, the VA would increase these amounts by the same percentage as the cost-of-living increase in benefits for Social Security recipients, effective on December 1, 2025.

H.R. 2212 – DHS Intelligence Rotational Assignment Program and Law Enforcement Support Act

Amends the Homeland Security Act of 2002 to require the members of the DHS Intelligence Enterprise to participate in the ODNI Intelligence Community Civilian Joint Duty Program.

H.R. 2659 – Strengthening Cyber Resilience Against State-Sponsored Threats Act

Establishes an interagency task force and requires a comprehensive report on the targeting of the United States’ critical infrastructure by the People’s Republic of China state-sponsored cyber actors.

H.R. 1327 – Syria Terrorism Threat Assessment Act

Directs the Secretary of Homeland Security to conduct a threat assessment of terrorist threats to the United States posed by individuals in Syria with an affiliation with a Foreign Terrorist Organization or a Specially Designated Global Terrorist Organization.

H.R. 3965 – PEARL Act

Establishes a pilot program in the U.S. Customs and Border Protection (CBP)  to adopt dogs from local animal shelters to be trained as support dogs.

H.R. 4071 – Combatting International Drug Trafficking and Human Smuggling Partnership Act of 2025

Amends the Homeland Security Act of 2002 to enhance the operations of U.S. Customs and Border Protection (CBP) in foreign countries.

S.J. Res. 80—Unleashing Alaska’s Extraordinary Resource Potential CRA

Expands upon the Working Families Tax Cuts to require lease sales to be held in the National Petroleum Reserve in Alaska to increase access to affordable energy, and repeals the Biden-era Integrated Activity Plan for the Reserve, which locked up nearly 12 million acres of energy resources on Alaska’s North Slope.

H.J. Res. 130—Reinvigorating America’s Beautiful Clean Coal Industry CRA

Keeps energy prices affordable and reliable by ensuring access to coal that was restricted under Biden, and overturns restrictions that prohibited future coal leasing applications through 2038 in the Powder River Basin in Wyoming.

H.J. Res. 131—Unleashing American Energy CRA

Repeals the Biden-era Record of Decision restricting oil and gas development on 1.16 million acres in the 1002 Area of the Arctic National Wildlife Refuge.
