Governments in low- and middle-income countries are the main channel for reaching people at scale, and IPA is doubling down on working with them directly. Our strong in-country presence and long-standing relationships position us to help ministries use data and evidence to improve programs and policies in real time. One way we do this is through Embedded Evidence Labs, where we work hand in hand with government teams to co-create solutions, strengthen data systems, and integrate evidence into decision-making from the start.

At IPA, data is how we create evidence, and evidence is how we drive change. Today, new technologies are transforming how information is collected, analyzed, and applied. Through partnerships with government agencies, we are helping to build scalable AI and data systems for education, health, and social services—strengthening how policies are designed, implemented, and evaluated to improve millions of lives.

With country offices and regional teams across the globe, we stay connected to local realities and work closely with governments to turn evidence into action. More than 80 percent of our staff are from the countries where we work, ensuring our evidence reflects lived experience and drives meaningful change.
