The Michigan Coalition for Responsible Gun Owners (MCRGO) extends our sincere appreciation to State Representative Sarah Lightner (R–Springport) for her leadership as Chair of the Michigan House Judiciary Committee in taking up important self-defense legislation this session. Rep. Lightner has provided MCRGO, NRA-ILA, and our allied gun groups the opportunity to testify on recent legislation to: Lower the age to obtain a concealed pistol license to 18 from the current 21 Lower the fee to renew a concealed pistol license to $30 from the current $115 Provide for a grace period for denials due to errors on a CPL application Allow an applicant to apply for a CPL at any county clerk Other pro-2A bills, already considered this session and upcoming Representative Lightner’s willingness to engage on these issues demonstrates her commitment to ensuring that Michigan’s laws reflect both public safety and the rights of responsible gun owners. Her balanced, fair-minded, and analytical approach to legislative review is critical to maintaining Michigan’s tradition of safe, lawful, and responsible firearm ownership. As the committee continues its work over the coming months, we thank Chair Lightner for her dedication to due process, her respect for the Constitution, and her openness to taking up legislation that broadly benefits responsible gun owners in Michigan. MCRGO looks forward to continued collaboration with Rep. Lightner and her colleagues on the committee as we work together toward practical, rights-respecting firearm policy in our state. Best wishes to Rep. Sarah Lightner and other MCRGO members during the firearms hunting seasons. November 2025 CPL Report Michigan added 1,131 new CPL holders last month for a total of 847,304. While that does not make up for losses from April-October, at least it is now moving in the right direction after seven months of declines due to non-renewals from the COVID pandemic era. This tracks with a recent increase in MCRGO CPL classes. The weekly average of students certified in October by MCRGO instructors was 183 compared to 122 in September 2025 and 115 in August 2025. The October 2025 students totals were also higher than October student totals in 2021, 2022, 2023, and 2024. Given the increase in new student certifications, we hope to see a rebound by March 2026 to the all-time high set in March 2025.
