Legislative Update
Dear Neighbors,
I hope everyone has had a great November so far. Tuesday was Veterans day and I want to honor the brave men and women who have worn the uniform of the United States Armed Forces. Their courage, sacrifice, and unwavering commitment to protecting our nation have safeguarded the freedoms we cherish. We are deeply grateful not only to those who served, but also to the families who stood beside them. Your resilience and dedication represent the very best of our country. Thank you, veterans, for your service.

Minnesota General Fund Revenue Update – October 2025
The latest report from Minnesota Management and Budget (MMB) shows that the state’s general fund revenue for October came in $26 million below projections.
While some areas performed better than expected, others fell short of forecasted numbers. Sales tax collections were slightly higher than anticipated, bringing in $4 million more than projected. However, individual income tax receipts were $34 million lower, and corporate income tax revenue came in $29 million below expectations. Other smaller revenue sources helped offset some of the loss, coming in $34 million above projections.

Overall, October’s total general fund revenue was $2.534 billion, compared to the forecast of $2.560 billion.
When looking at the first four months of the fiscal year (July through October), total revenue is now $116 million below the February 2025 forecast.
For the past two years, we House Republicans have repeatedly warned that unchecked state spending would put Minnesota on an unsustainable path. Despite multiple record-setting budget increases, Democrats continued to expand government programs and commitments at a pace faster than our revenue growth.
Now, the early numbers are confirming what we warned.
This shortfall is not the result of any one month, it is a sign of the long-term budget pressure created by massive spending increases. Minnesota families and businesses are already feeling the effects of inflation and higher costs, and they cannot afford tax increases or new financial burdens to make up for poor budget planning.
House Republicans will continue to push for responsible budgeting, smart investments, and restoring balance to our state’s finances so Minnesota can remain strong and stable for years to come.
