Notice of Public Meeting, City of Buffalo, WY, Burritt Avenue Water & Sewer Main Replacement Project
The Town of the City of Buffalo, Wyoming, will conduct a public meeting at 5:00 p.m., on December 2, 2025, in the City Council chambers at City Hall, 46 N Main, Buffalo, Wyoming. The purpose of the meeting is to allow citizens to review and comment on the following project:
City of Buffalo Burritt Avenue Water & Sewer Main Replacement – This project involves replacement approximately 4300 LF of water and sewer main, 108 water and sewer service connections, 4 fire hydrants, and 9 sewer manholes on Burritt Avenue from Fort Street to Watkins.
At the meeting, the Town of the City of Buffalo, Wyoming will present the preliminary design of the proposed project and will discuss the estimated cost of the improvements and the plan for funding the improvements. A preliminary plan of improvements, cost estimates, and the funding plan can also be reviewed at City Hall, 46 N Main, Buffalo, Wyoming. Contact Kevin Silbernagel at (307) 217-2333.
Based on current cost estimates, the Town of the City of Buffalo, Wyoming plans to borrow $2,816,861 from the Wyoming Drinking Water State Revolving Loan Fund and $2,931,835 from the Wyoming Clean Water State Revolving Loan Fund administered by the Wyoming Office of State Lands and Investments. A Specific Purpose Tax ballot question will be placed on the November 2026 General Election to repay the loan. Water fund reserves and water and sewer user fee increases of approximately $4.25/mo each will repay the loan if the Specific Purpose Tax ballot question fails. Loan terms will be .75% interest rate and 20 years.
