Public Notice
In accordance with Chapter 6, Section 3 of the Wyoming Department of Environmental Quality Land Quality Coal Rules and Regulations, Eagle Summit Resources, L.L.C., hereby announces its intention to detonate explosives during its mining operations at the Belle Ayr Mine, MSHA I.D. Number 48-00732, Permit Number 214-T10, located in Townships 47 and 48 North, Range 71 West, and Townships 47 and 48 North, Range 72 West, in Campbell County in the State of Wyoming. Blasting will occur 18 miles southeast of Gillette, Wyoming, at the following location(s):
SW ¼ NW and SW of Section 21 of T48N, R71W, 6th PM
NW and NE of Section 20 of T48N, R71W, 6th PM
NW and SW of Section 28 of T48N, R71W, 6th PM
E½ NE of Section 29 T48N, R71 W, 6th PM
Any blasting done at the above location(s) will occur Monday through Sunday from sunrise to sunset, beginning January 1, 2026, and continuing through December 31, 2026, except in conditions where operator or public safety requires unscheduled detonation. All standard warning and safety procedures will be followed during such an unscheduled detonation.
Access to blasting areas will be controlled by mine personnel guarding access roads to the blasting area prior to the start of blasting. Control of access to the blasting area will be in effect until an inspection can be made and access to and travel in the area can safely resume. For one minute prior to detonation of a charge an audible warning signal will be sounded, consisting of a one-minute continuous siren. When detonation of explosives has concluded, an all-clear signal consisting of a ten-second, alternating siren will be sounded. If blasting at Belle Ayr Mine near Bishop Road requires temporarily delaying traffic on the highway, such traffic delay shall normally be limited to a maximum of fifteen (15) minutes. Belle Ayr will have flag persons on the road implementing traffic control. Traffic control points may be moved to accommodate pit configuration. Warning signs will be located ahead of the point where traffic is stopped. The flag persons will be equipped with two-way communications with the persons responsible for blasting. Should any emergency vehicle need to proceed, that vehicle will be accommodated up to the moment of the blast. Blasting near Bishop Road and the potential for traffic control will normally occur between 10:00 a.m. and 4:00 p.m. That time period may be temporarily expanded without notice due to wind direction or mine schedules or other mining considerations.
In accordance with Chapter 6 Section 2(a), a pre-blasting survey will be conducted at the request of a resident or owner of a man-made dwelling or structure that is located within one-half mile of the blasting locations described above.
