Public Notice: Eagle Specialty Materials, LLC, Blasting Notice for Eagle Butte Mine, PT0428

*PUBLIC NOTICE*

In accordance with Chapter 6, Section 3 of the Wyoming Department of Environmental Quality Land Quality Division Rules and Regulations, Eagle Specialty Materials, LLC announces its intention to detonate explosives during its mining operation at its Eagle Butte Mine, MSHA I.D. Number 48-01078, LQD Permit Number 428-T8, located in Township 51 North, Range 72 West in Campbell County in the State of Wyoming.  Blasting will occur at the following location(s): T51N, R72W, of the 6th Principal Meridian, Sections 26, 29, 30, 35, 36 in areas more particularly described as follows:

The NE ¼ of Section 30, T51N, R72W of the 6th Principal Meridian.

The N ½ of Section 29, T51N, R72W of the 6th Principal Meridian.

The S ½ of Section 26, T51N, R72W of the 6th Principal Meridian.

The N ½ of Section 35, T51N, R72W of the 6th Principal Meridian.

The NW ¼ of Section 36, T51N, R72W of the 6th Principal Meridian.

Any blasting done at the above location(s) will occur between one hour after sunrise and one hour before sunset, Monday through Sunday, beginning January 1, 2026 and continuing through December 31, 2026 except in conditions where operator or public safety requires unscheduled detonation or for emergency blasting actions.

Access to blasting areas will be controlled by mine personnel guarding access roads to the blasting area prior to the start of blasting. Control of access to the blasting area will be in effect until an inspection can be made and access to and travel in the area can safely resume.  For one minute prior to detonation of a charge an audible warning signal will be sounded consisting of a one-minute continuous siren.  When detonation of explosives has concluded, an all-clear signal consisting of a ten-second, alternating siren will be sounded.  If blasting at Eagle Butte Mine near Highway 14-16 or Highway 59 requires temporarily delaying traffic on the highway, such traffic delay shall normally be limited to a maximum of fifteen (15) minutes. Eagle Butte will have flag persons on the highway implementing traffic control.  Traffic control points may be moved to accommodate pit configuration.  Warning signs will be located ahead of the point where traffic is stopped.  The flag persons will be equipped with two-way communications with the persons responsible for blasting.  Should any emergency vehicle need to proceed, that vehicle will be accommodated up to the moment of the blast.  Blasting near Highway 14-16 or Highway 59 and the potential for traffic control on Highway 14-16 or Highway 59 will normally occur between 10:00 a.m. and 3:00 p.m.  That time period may be temporarily expanded without notice due to wind direction or mine schedules or other mining considerations. 

Residents or owners of a manmade dwelling or structure located within one-half mile of the Eagle Butte Mine blasting sites may request a preblast survey update.  Any questions regarding this notice should be directed to the Manager, Environmental, Eagle Butte Mine, P.O.
