Governor DeWine Issues Statement on MLB Micro-Prop Bet Restrictions
(COLUMBUS, Ohio)—Ohio Governor Mike DeWine today praised Major League Baseball (MLB) after Commissioner Rob Manfred announced MLB and gaming companies have agreed to significantly restrict micro-prop bets. MLB announced today that effective immediately, all MLB Authorized Gaming Operators will cap wagers on pitch-level markets at $200 and exclude those bets from parlays. This follows Governor DeWine's July request that MLB and other sports leagues take action after two Cleveland Guardians pitchers were placed on leave, allegedly for betting irregularities involving micro-prop bets
“I commend Commissioner Manfred, Major League Baseball, and its partners for taking this action to address the problem of micro-prop bets. By limiting the ability to place large wagers on micro-prop bets, Major League Baseball is taking affirmative steps to protect the integrity of the game and reduce the incentives to participate in improper betting schemes,” said Governor DeWine. “I urge other sports leagues to follow Major League Baseball’s example with similar action.”
Today's announcement allows the Ohio Casino Control Commission (OCCC) to audit and review gaming company adherence to the agreement.
Governor DeWine has long advocated for protections since threats and irregularities began to emerge shortly after Ohio’s sports gambling laws became effective in January 2023. Threats against the University of Dayton Flyers basketball players and players from other teams emerged and brought focus to this conduct occurring in Ohio. Governor DeWine sought changes in the biennial budget bill, House Bill 33, which addressed some marketplace issues.
Following a letter from NCAA President Charlie Baker in January 2024, the OCCC enacted rules in February 2024 that removed *_collegiate_* prop bets from the list of legal bets that can be placed under Ohio’s contractual rules for operators. Under the enacted changes, bettors in Ohio are now no longer able to place prop bets on individual player achievements, including in-game statistics and in-game achievements for collegiate sporting contests. Bettors were still permitted to place bets on the overall outcomes and final scores of collegiate sports contests, including outright winners, over/under total team points bets, and bets against the spread.
On July 3rd, MLB announced that it placed Cleveland Guardians pitcher Luis Ortiz on non-disciplinary paid leave through the All-Star break due to a league investigation. On July 28th, MLB also announced that it placed Guardians closer Emmanuel Clase on non-disciplinary paid leave as part of a related “sports betting investigation.” The two players were indicted by a federal grand jury related to a micro-prop betting scheme, according to an indictment announced yesterday.
