MONDAY E'NEWS House Bill 4586: CPL Age to 18 House Bill 4586 would lower the required age to obtain a concealed pistol license in Michigan from 21 to 18. While it is unlikely to become law during the 2025-2026 session, MCRGO supports consideration of the bill to begin discussion in the Michigan Legislature. House Bill 4586 will be taken up by the Michigan House Judiciary Committee on Wednesday, November 12, at 10:30 AM in Room 521 of the House Office Building, 124 N. Capitol Ave., Lansing, MI 48933. We urge you to send a short email to your state representative. You can locate your state representative HERE. Sending an email in your own words will receive more attention from legislators than form letters or petitions. However, feel free to copy and paste some of the arguments below in favor of the legislation that reflects your views. Eighteen-year-olds are Adults with Adult Rights Young adults are already adults under the law. At 18 people gain most civil and political rights (vote, sign contracts, marry, serve on juries.) Restricting concealed carry to 21+ creates an inconsistency between legal adulthood and a right protected by the Second Amendment. There is active legal precedent and change nationally. Several appellate rulings have struck down or limited state laws that bar 18–20-year-olds from carrying concealed. 2. Consistency with other Adult Responsibilities If an 18-year-old can be drafted or serve in the military, they should be trusted with defensive carry at home. Voting, contracts, and adult criminal responsibility begin at 18. 3. Improved Public Safety Concealed carry in Michigan requires licensure with background checks following a minimum of eight hours of legally mandated safety training, including live-fire exercises on a range with a qualified instructor. The focus should be on “who is responsibly trained, qualified, and vetted” rather than the young adult's age. 4. Uniformity in Michigan Firearms Law It is legal to purchase and possess a pistol in Michigan at age 18. It is legal to openly carry a pistol in Michigan at age 18.
