Your child’s right to education in California is under attack — but we have a powerful opportunity to fight back.

Earlier this year, on September 4, 2025, the Health and Human Services (HHS) Office for Civil Rights (OCR) sent a clear message: federally funded vaccine programs, like Vaccines for Children (https://www.cdc.gov/vaccines-for-children/about/index.html) must respect your religious and conscience protections, no matter what state laws say. 

Guiding the Impact (https://guidingtheimpact.com), an organization AVFCA is working closely with to restore religious rights for school children, met directly with HHS-OCR leadership. Their message was unmistakable: if your child has been denied medical care or barred from school because of your deeply held religious beliefs, file a complaint with HHS-OCR now. They are listening, they care, and they are ready to investigate to restore your family’s rights.

Families may also file under the Unruh Civil Rights Act (Cal. Civ. Code §51) and related education civil-rights provisions with the California Civil Rights Department (CRD). This state-level filing is optional, but it further strengthens your case.

This is our moment. If your child was excluded from school (or a doctor’s office) due to your faith, don’t wait — act today. Together, we can show the strength of California families and help provide HHS-OCR with the data they need.

1) File a Complaint with HHS-OCR

2) File with the California Civil Rights Department (CRD)

  • Go to the California Civil Rights System (CCRS) portal: https://calcivilrights.ca.gov/complaintprocess/how-to-file-a-complaint/
  • Submit your complaint.  Uploads are allowed with names, dates, facts, and denial letters or emails.
  • After intake: CRD reviews whether your case fits laws they enforce. If accepted, they’ll ask you to sign a formal complaint and will notify the other party.  The investigation can take time.

Every child deserves access to education and healthcare without sacrificing faith. Let’s stand together for freedom, faith, and California’s future.  Now is the time to stand up for religious rights for our children. Every voice, every action, every compliant brings us one step closer to reclaiming religious rights for all children across California.
