Winter
Winter Parking Restrictions

Parking is prohibited on any public street from 2–6 a.m. Nov. 1 to March 31. Parking restrictions are also in place on all public streets after any snow event resulting in two inches of snow or more, until the street is plowed from curb to curb.

Water
*Illicit Discharge*

The Environmental Protection Agency defines Illicit Discharge as any discharge to the storm sewer system that is not composed entirely of stormwater, except for some allowable discharges such as irrigation water and hydrant flushing. Discharges from recreational pools are not considered Illicit Discharge if they have first been de-chlorinated and are not directly connected to the storm sewer system. De-chlorinated pool water should be discharged through vegetation or other energy dissipation means to prevent erosion.

Illicit discharge can have many harmful effects on our surface waters including unsafe swimming and recreation conditions, fish kills, and overall degraded water quality.

*Some examples of Illicit Discharge:*


* Sediment-laden water from construction sites
* Improper disposal of dog waste
* Dumping or spilling of paint, oil, cleaners, fertilizer, and other household chemicals
* Dumping of waste materials of any kind in or near a street or stormwater drain or inlet

*Choosing a Weed Control Method*

In the past, people often used strong herbicides or pesticides to control weeds. We now know that careless use of these chemicals can harm pollinators, wildlife, pets, and people. Sometimes herbicides are the right choice, but there are also many effective alternatives.

*Start by assessing the problem:*


* How large is the infested area?
* How fast is it spreading?
* How hard has it been to control?
* Is it threatening nearby natural areas or woodlands?

*If the area is small and the plants aren’t spreading quickly, try non-chemical methods first:*


* *Hand-pulling or mechanical removal* (tilling, weed wrench).
* *Grazing animals* like goats—check local codes first.
* *Smothering* with plastic or another barrier for a full growing season.
* *Using organic or natural herbicides*—read labels carefully.
* *Mulching or replanting* bare soil to prevent regrowth.

*If you need to use herbicides:*


* Apply sparingly and only when plants are actively growing.
* Avoid spraying on windy days or before rain.
* Add dye so you can see where you’ve applied it.
* Follow the product label exactly.
* Wear protective gear and wash clothes after use.

Mayor for a Day

The League of Minnesota Cities is hosting its annual "Mayor for a Day" Essay Contest, inviting 4th, 5th, and 6th grade students from across the state to share their ideas for improving their communities. Students are encouraged to think creatively and write about what they would do if they were mayor for a day. The contest is a fun way to spark interest in local government and civic engagement at a young age. Selected winners will have their essays published and may receive special recognition from the League. It's a great opportunity for students to make their voices heard!
