affairs team |

Ashley
Higgins joined
the team as a Government Affairs Director.
Before joining ClearPath, Ashley served as the Deputy Legislative
Director and Energy Policy Advisor for Senator Dave McCormick (R-PA),
leading his Energy and Natural Resources Committee work.
Ashley also previously worked as Energy Policy Advisor for Senator
James Lankford (R-OK), Policy Advisor for the Congressional Western
Caucus under Chairman Dan Newhouse (R-WA) and started her career with
former Senator Cory Gardner (R-CO). She was previously a congressional
fellow as part of ClearPath’s
Conservative Leadership Program.

2. INTRODUCED: Fusion Advanced
Manufacturing Parity Act |
|
Sens. John Curtis (R-UT) and Maria Cantwell (D-WA) introduced
the Fusion Advanced Manufacturing Parity Act to expand the 45X
advanced manufacturing credit to include fusion energy
components.
This legislation would:
- Provide incentives to companies building
manufacturing facilities in the U.S.;
- Complement public-private partnerships
like the DOE’s Milestone-Based Fusion Development Program to ensure
America leads in commercializing fusion; and
- Give fusion parity with other
technologies that already benefit from this tax credit.
Plug in: Rep. Carol Miller (R-WV) introduced the
companion bill
in the House this year alongside Reps. Claudia Tenney (R-NY), Don
Beyer (D-VA) and Suzan DelBene (D-WA).

3. Harrell’s impact on nuclear
innovation: ANS’ 40 Under 40 |

The Nuclear News 40 Under 40 honors the leaders transforming the
nuclear industry. Launched in 2024, the list celebrates the
scientists, engineers and policy experts driving growth, innovation
and public understanding of nuclear energy. The 2025 edition showcases
the optimism and momentum shaping the future of nuclear science.
Why it matters: As
America continues to build out new nuclear power, ClearPath remains
committed to accelerating American innovation to reduce global energy

4. Vulcan Elements x ReElement
Technologies: Rare earth |
|
|
Vulcan Elements will build, commission and operate a 10,000 metric
ton magnet facility in the U.S. as part of a $1.4
billion partnership with the United States
Department of Commerce, Department of War and ReElement Technologies
to advance a vertically integrated, domestic rare earth magnet supply
chain.
Under the agreement, production capacity will be financed by:
- A $620 million direct loan from the
Department of War’s Office of Strategic Capital;
- $50 million from the Department of
Commerce under the CHIPS and Science Act;
- $550 million in private capital;
and
- An $80 million direct loan to
ReElement Technologies from the Office of Strategic Capital, matched
one-to-one by private capital.
What’s clear:
Permanent magnets, made from rare earth elements, are essential for
defense systems and energy infrastructure. China dominates the rare
earths market and has imposed export restrictions, threatening U.S.
national security. This partnership will diversify domestic rare earth
supply chains and weaken China's dominance of the sector.

- ARPA-E announced nearly $25
million for 10 projects under its new RECOVER
program to extract critical minerals from U.S. wastewaters. The effort
aims to turn waste streams into secure domestic supply chains and
reduce reliance on foreign mineral imports.
- The New
York Power Authority launched dual solicitations
to identify sites and technologies for a potential new nuclear
project. The move marks the state’s biggest step yet toward reviving
nuclear power to strengthen reliability and cut emissions.
- Converge Strategies released a new report, Powering
the Fight: Lessons from the Grid at War, that
draws lessons from America's past wars to identify a path forward for
policymakers, defense leaders, utilities and grid operators to
strengthen the power grid.
