Reminder for agencies: Correctional Industries contract is available
State law requires all agencies, the Legislature, and departments to buy goods made or provided by Correctional Industries (CI). CI offers Class II inmate work programs under RCW 39.26.251.
DES works with CI to identify which goods are covered under this mandatory-use contract (WAC 200-300-086). Non-agency purchasers may also use this contract if they have their own purchasing authority.
These goods are currently produced or provided through CI’s Class II programs:

Furniture: Office systems, seating, tables, case goods, and files and storage.

Safety products: Safety kits, emergency vehicle kits, Tyvek suits, safety vests, and bags.

Apparel: Undergarments, duty gear, screen printing, and embroidery.

Mattresses and linens: Mattresses, sheets, pillowcases, and towels.

Janitorial supplies: All-purpose cleaner, floor care cleaners, and food service cleaning systems.

Optical products: Eyeglasses, frames, lenses, contacts, reading glasses, and sample kits.
If state agencies, the Legislature, or departments want to make a purchase without using this contract, they must fill out an exemption form. After completing the form, they need to send it to CI for approval before making their purchase.

New statewide contract available for drug and alcohol testing
DES has a new statewide contract 07625, drug and alcohol testing, products, and services. This contract succeeds and combines previous contracts 05420, DOT drug testing, and 04120, non-DOT drug testing, which expired Oct. 31. The new contract features two drug and alcohol testing service companies.

DES has a new statewide contract 23623, plumbing fixtures, repair parts, and culverts. This contract will include a category for culverts to note that they can be purchased through Ferguson Enterprises LLC.

The contract under the name WHPacific, Inc., dba NV5 has been changed to NV5, Inc. NV5, Inc. will fulfill all outstanding orders with WHPacific, Inc. dba NV5.

DES posted updated pricing for contract 27523, integrated pest management services. The prices increased 0.98% due to a price adjustment, effective Nov. 1.

DES adds an additional subcontractor to NASPO facilities MRO and industrial supplies contract
DES has added an additional subcontractor to contract 19922, NASPO facilities MRO and industrial supplies, effective June 18. The addition was made in response to purchaser needs.
The new subcontractor, Darbonnier Tactical Supply (DTS LLC), is a small and veteran-owned subcontractor of W.W. Grainger, a contractor on this contract.

DES starts solicitation to replace data communications contract
DES is starting solicitation for contract 05925, data communications, to succeed statewide contract 05819, which expires Sept. 30, 2026.
We are looking for purchasers and subject matter experts to help us develop this contract. If you are interested, join our kick-off meeting on Dec. 10 at 10:30 a.m. If you are unable to attend the meeting but still have feedback, please complete this survey by Nov. 28.
Attendees will learn more about the solicitation process, time commitment, and responsibilities. This meeting is not for interested bidders. There will be other opportunities for prospective bidders to provide input within the next month.

New sales tax law may affect contract pricing
The state legislature passed Engrossed Substitute Senate Bill (ESSB) 5814 that changes how sales tax applies to some business activities. Effective Oct. 1, businesses must collect sales tax on these types of services:
- Advertising
- Live presentations
- Information technology services
- Custom website development
- Investigation, security, and armored car services
- Temporary staffing
- Sales or customization of software
