Yesterday, Donald Trump threatened to withhold all SNAP funds in November unless the government shutdown ends.1 His own press secretary had to backtrack on those remarks so it didn’t appear that the administration was ignoring two federal judges’ orders.2
But, the reality is, they are defying court orders by slow walking these critical funds to tens of millions of people, bypassing the legal authority they have to fully fund November SNAP benefits, and completely denying short-term funds to millions more. This is because of the “intricate rules [the administration] has foisted on states”, and as a result making it even tougher for many to put food on the table according to a just-released analysis:3
“For … almost five million people, the changes may result in benefits of $0 in November, according to the Center on Budget and Policy Priorities….”
That’s why we’re sending tens of thousands of messages to members of Congress, governors, and the administration, demanding the USDA release full November SNAP benefits immediately.

When Donald Trump and Republicans cut $187 billion from SNAP in their Big Ugly Bill, they demonstrated their disdain for vulnerable communities—choosing tax cuts for billionaires over feeding hungry children, adults, and people with disabilities.
Then Trump refused to release SNAP contingency funds to states despite their legal (and moral!) obligation to do so.
And now, the administration is slow walking the release of billions of dollars in November SNAP benefits, today responding to a judge’s order to disburse November SNAP benefits by only moving to fund about half of full payments1 despite the court explicitly detailing how they are legally authorized to fully fund SNAP.2 At a time when so many are struggling to put food on the table, we’re fighting back. We’re sending tens of thousands of messages to governors, members of Congress, and officials at the U.S. Department of Agriculture, urging them to hold this administration accountable and demand the release of full November SNAP benefits now.

These families face a lot of uncertainty about what to expect this month because of the administration fighting to withhold food assistance as a part of their larger strategy to ignore calls to negotiate a bipartisan plan to reopen the federal government. By refusing to use all available funds to pay full SNAP benefits, the Trump administration is ensuring that there will be delays as states grapple with distributing only about half the amount households should receive.3
