Teen Arrested After Fleeing Traffic Stop in Stolen Vehicle During Violent Crime Reduction Initiative in Cincinnati

(CINCINNATI)— As part of a violent crime reduction initiative in Cincinnati on November 3, 2025, partnering law enforcement agencies arrested a 13-year-old after he fled from a traffic stop in a stolen vehicle. This arrest was part of a sustained multi-agency operation [ [link removed] ] focused on reducing violent crime in Cincinnati.

Shortly before 7 p.m., two officers with the Cincinnati Police Department (CPD) attempted to conduct a traffic stop near downtown after observing a 2017 Mazda 6 driving without headlights. Officers turned on their emergency overhead lights, but the driver failed to stop and fled the area.

The Ohio State Highway Patrol’s (OSHP) Aviation Unit was notified and began following the fleeing vehicle, allowing ground units to terminate the pursuit. A short time later, the Mazda crashed into another vehicle, and the driver continued to flee until ultimately coming to a stop in the 800 block of Plum Street.

Officers and troopers ordered the occupant to exit the vehicle. The driver, now identified as a 13-year-old male, ignored multiple verbal commands to comply but was eventually taken into custody. Authorities later determined that the vehicle had been stolen.

The teen was taken to the Hamilton County Juvenile Detention Center and has been charged with failure to comply, receiving stolen property, resisting arrest, and obstructing official business.

At approximately 11:16 p.m., an OSHP trooper and CPD officer conducted a traffic stop on a 1999 Oldsmobile Alero after observing multiple traffic violations. While interacting with the driver, officers developed probable cause to arrest him and search the vehicle.

During the probable cause search, officers found a firearm in the driver's possession. He was transported to the Hamilton County Jail without further incident.

Torri Byrd, 41, (pictured) is facing charges of operating a vehicle while under the influence, carrying concealed weapons, and improperly handling a firearm in a motor vehicle.

Shortly before 8 p.m., an OSHP trooper conducted a traffic stop on a 2009 Honda Civic for operating with obscured lights. While speaking with the trooper, the suspect attempted to discard suspected crack cocaine and flee the scene on foot. 

Anthony Horton Sr., 51, was taken to the Hamilton County Jail and charged with driving under suspension, obscured lights on a vehicle, possession of drugs, and obstructing official business.

The preliminary results of yesterday’s violent crime reduction initiative include four felony arrests, one illegally possessed firearm seizure, two drug seizures, and two stolen vehicles recovered.

“These operations are part of a unified, statewide push by trained officers to take violent criminals and illegal firearms off our streets,” said Governor Mike DeWine. “Incidents like this clearly demonstrate the importance of our ongoing partnerships and our commitment to holding criminals accountable.”

“The safety of everyone driving on our roads and living in our neighborhoods remains our top priority,” said Cincinnati Mayor Aftab Pureval. “Through these initiatives, we are strategically working to make our city safer, ensuring those who choose to engage in illegal activity are held accountable.”

The agencies involved in yesterday’s initiative include the Cincinnati Police Department, Ohio State Highway Patrol, and Hamilton County Sheriff’s Office. These initiatives involve strategically deploying state, local, and federal law enforcement teams on select dates to focus on high-crime areas with repeat violent offenders.

At the direction of Governor DeWine, the state has supported similar operations across the state, including in Cleveland, Columbus, Toledo, Youngstown, and Dayton.
