Last week, Access Health CT – our health insurance marketplace – sent out notices that many policyholders will see their monthly health insurance premiums rise in January 2026. The increase in rates is partly due to the expiration of enhanced federal tax credits that my Democratic colleagues and I have spent months trying to extend. Sadly, Conservatives in Washington have refused to do so thus far, forcing millions of Americans to confront large increases in their monthly premiums in the new year.

Congressional Democrats remain committed to extending the federal tax credits which millions of Americans rely upon to make their health insurance affordable. That said, the Open Enrollment period is approaching, and it is vital that you review your options to ensure the plan you enroll in fits your needs, both medically and financially.

Below you will find answers to FAQs about changes coming to health insurance plans offered by Access Health CT. Though the federal government remains shut down, my offices are open and reachable at (203) 333-6600 to help you with any questions you may have.

How do I know if my Access Health CT insurance plan premiums will rise?

Enrollees in Access Health CT insurance plans should have received a notice in the mail of the marketplace’s upcoming Open Enrollment period, November 1, 2025 – January 15, 2026, with their current and projected premium information. If you did not receive a notice or have additional questions regarding your projected 2026 premiums, contact Access Health CT at 1-855-805-4325 or click here for assistance.

Can I switch which health care plan I enroll in through Access Health CT?

Yes. We are currently in the “window shopping” period where you can preview and compare 2026 health plans before the Open Enrollment period begins on November 1st. Visit Access Health CT to see which plans will be available to you next year. Open Enrollment starts on November 1, 2025.

Please note: if you do not select a new plan by November 15, 2025, you will be automatically reenrolled in your current health insurance plan regardless of changes in your monthly premium; that said, you will still have until December 15, 2025 to select a new plan effective January 1, 2026. Open Enrollment continues until January 15, 2026, though changes made after December 15, 2025, will take effect February 1, 2026.
