Proposed Discharge of Dredged or Fill Material to the Green River

The Wyoming Department of Environmental Quality (WDEQ) has received a request from the Wyoming Department of Transportation for State certification of U.S. Army Corps of Engineers (USACE) Nationwide Permit #3, for the discharge of dredged or fill material to the Green River in Daniel, Wyoming. The purpose of the project is to remove and replace the existing failed gabion baskets of the DMC bridge. This section of the Green River is a designated Outstanding Resource Water where point source discharges are prohibited except for storm water and construction related discharges. This certification will require meeting the provisions in Chapter 1, Section 13 (a)(iii)(A) and (D), of the WDEQ Water Quality Rules and Regulations, which allows these discharges under certain circumstances. Proposed activities include replacing the existing gabion baskets with new gabion baskets to protect the abutment during high flows. To do this, approximately 29.3 cubic yards (CY) of alluvium, rip-rap and damaged wire cage will be excavated followed by the placement of 29.3 CY of new gabion baskets to construct features. No permanent impacts to wetlands are anticipated. Temporary access platforms will be implemented to reduce sediment disturbances downstream and will result in 0.042 acres of temporary impacts to stream and wetlands.
