North Star to Host Housing Forum
North Star will host a “North Star for Neighborhoods: Strategies to Address our Housing Shortage” forum on Tuesday, November 18, 2025, from 6:00 p.m. to 8:00 p.m. at the Mount Vernon Library Commons. The community is invited to continue discussions about the future of housing in our community, including current efforts to increase housing supply and affordability in Skagit County, and strategies to tackle the homelessness crisis in our region.
The event will feature keynote speaker William Kreager, who has extensive experience and a strong passion for sustainable planning and design of affordable housing. His large master-planned communities have received national and international awards from organizations such as the Urban Land Institute, the American Institute of Architects, and the U.S. Department of Housing and Urban Development, among others.
Additionally, a panel of local housing and planning experts will explore how other regions have successfully added new homes to existing neighborhoods. They will discuss the requirements our state has established for cities and counties concerning housing and share about local efforts aimed at finding innovative housing solutions that align with our community’s history, culture, and geographic constraints.

Background on North Star
North Star is a public-private partnership between Skagit County, our four local cities, housing and healthcare providers, first responders, and many other community leaders. Using a collaborative approach to pool our resources, coordinate action, and streamline essential community services in housing, behavioral health and recovery, and crisis response, North Star is working to address chronic homelessness and create a thriving Skagit for all. Working together across jurisdictions to solve complex issues is unique in our region. It is also more effective, costs less, and gets people the support and services they need, when they need them.
