October 28, 2025 - 12000-33-CP-25 (Record No. 17772) - The Wyoming Public Service Commission (Commission) approved the Application of the City of Torrington for authority to set its Power Cost Adjustment factor at $0.003365 per kilowatt hour (kWh), an increase of $0.004171 per kWh, and to adopt an Avoided Cost rate of $0.050393 per kWh, an increase of $0.0071 per kWh, applicable to its customers outside city limits. This approval is subject to notice, protest, intervention, refund, change, further investigation, opportunity for hearing, and further order of the Commission.
