Project description: Elk River Landfill (ERL) is an existing municipal solid waste (MSW), industrial waste, and construction and demolition (C&D) waste landfill five miles north of the City of Elk River, adjacent to U.S. Highway 169 in Sherburne County, Minnesota. In approximately three years, ERL will reach its permitted (SW-74) capacity. Elk River Landfill, Inc. proposes a northward expansion of the landfill (Project) into Livonia Township, where Martin Marietta Corporation has sand and gravel mining operations. The Project will involve an expansion of MSW capacity by approximately 26.67 million cubic yards over a 162.36-acre area (MSW Waste Limit), which includes a 7.21-acre overlap of previously permitted and filled C&D disposal cells. ERL will continue to accept C&D waste in the C&D permitted cells until those cells reach capacity. C&D and industrial wastes may be accepted in the NDA as permitted by the Industrial Solid Waste Management Plan. (ISWMP).

Project description: This 2025 update to the East Ravine AUAR and Mitigation Plan covers a 3,988-acre area north of 70th St, east of County Rd 19, and west of Lamar/Kimbro Aves. The proposed development aligns with the 2040 Comprehensive Plan, aiming for full build-out per future land use. It includes mostly single-family homes with some medium/high-density housing to support lifecycle needs. Two commercial nodes are planned: one in Cedarhurst at 70th & Keats with a neighborhood focus. A key goal is creating a safe, efficient, and connected local and collector street system.
