At the Roosevelt Institute, we're building an agenda that gives every American access to the economic security and agency necessary for a good life. The question before us is not only what policies we advance, but how our democracy and institutions must evolve to deliver them.

Our president and CEO, Elizabeth Wilkins, recently returned from a stop in Michigan, where she heard what many of you already know: Americans can't afford essentials like housing, childcare, and health care. They face limited choices—about where to live, when to work, whether to start their own business.

These challenges are long-standing. Decades of underfunding agencies, outsourcing expertise, creating procedural bottlenecks, and stacking courts weakened government's ability to deliver for working families. Visibly proving that democracy can still work will require reimagining and building new, more responsive federal institutions. Simply stopping the current administration's efforts to dismantle executive branch capacity is not enough.

Today, we're releasing a major new report that charts a clear path forward.

Building a More Effective, Responsive Government: Lessons Learned from the Biden-Harris Administration


Authors Hannah Garden-Monheit and Tresa Joseph interviewed more than 45 recent federal officials—senior Biden-Harris administration appointees who worked on economic and regulatory policymaking, enforcement, service delivery, federal funding, personnel, communications, and more. They captured, while still fresh, candid insights into the institutional obstacles to execution and innovation.

The result: 161 practical ideas to create a more effective, nimble, and responsive government.
