In addition to candidates for elected office, there are six questions on the ballot this year. As a government office, we are prohibited from advising how to vote on these questions.
Our Office has received outreach from constituents particularly on Questions 2, 3, and 4, which pertain to how housing development projects are approved in New York City. While we are permitted to share analysis on the likely impacts of the questions, doing so is challenging. The outcome of none, some, or all of these measures passing is largely dependent on the future actions of multiple stakeholders (developers, Community Boards, future City Council Members, Borough Presidents, and Mayors, etc.) that we cannot predict with certainty.
Supporters of these measures argue that they would help ease the city’s affordable housing shortage by creating streamlined review processes and limiting the ability of local elected officials—especially the New York City Council—to block or delay new housing proposals.
Opponents argue that the measures weaken local democratic oversight and reduce the ability of local elected officials to negotiate improved affordability levels and community benefits on proposed projects.
